Recording of ETAPAS 4th Dissemination Event: Tools for the ethical and trustworthy adoption of Artificial Intelligence in the service of public administrations

<p>On the 12th of October 2022 the 4th ETAPAS dissemination event &quot;Tools for the ethical&nbsp;and trustworthy&nbsp;adoption of Artificial Intelligence in the service of public administrations&quot; took place online and on site at the Centre for Research &amp; Technology Hellas (CERTH).</p> <p>If you missed the workshop you can find here the recording of the event, where we presented the&nbsp;first outputs generated by the ETAPAS Project&nbsp;to Greek Public Administration in order display concrete results on how AI can be ethically embedded in their activities.</p> <p>Among the topics we discussed:</p> <ul> <li>the ETAPAS Project and key tools developed for the good governance of AI;</li> <li>the chatbot Kari and the challenges using AI-based solutions presents;</li> <li>the development of a misinformation detection platform by CERTH;</li> <li><a href="https://www.pop-ai.eu/">popAI</a>&nbsp;and&nbsp;<a href="https://token-project.eu/the-project/">TOKEN</a>&nbsp;projects;</li> <li>strategies for a governance framework for artificial intelligence in public administration.</li> </ul> <p>Check this recording to see all the interesting presentations and discussions that emerged during the project.</p>

France under German occupation. The German and French administration 1940-1945 – full data

<p>At <a href="http://www.adresses-france-occupee.fr">www.adresses-france-occupee.fr</a>, the GHIP provides an interactive map showing the German and French authorities in France during the German occupation of France between 1940 and 1945. In addition to the historical and current address, the website provides information about the tasks, responsibilities and the structure of each department of the authorities, as well as photos if available. Depending on the type and scope of the query, it gives an impression of everyday life, the presence of the German occupation administration and forces and, last but not least, their cooperation with the French authorities. The information is based on a systematic evaluation of the telephone books of the German authorities and French administration directories from the time of the war. They were completed by research in German and French archives, in particular the <em>Archives municipales</em>, as well as press media, historical map collections and research works.</p> <p>With this entry we give access to the data of this database in four different tables (csv UTF-8 and excel).</p> <p>1) &nbsp;&nbsp; The table "services" relates to the departments (German: <em>Dienststellen</em>). The data is maintained in the state closest to that of the phone directories and address books: a department is valid in a hierarchy at a given address and at a given time. The table contains:</p> <p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the ID number (id), its linking to its superior department (parent_service_id)</p> <p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the name of the department (name),</p> <p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the ID number of the source from which the information originates (source_id),</p> <p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the ID number of the place where the departments office is located (place_id),</p> <p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the status on the website (status: visible, pending, deleted),</p> <p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the display of the hierarchy (d_breadcrumb) and</p> <p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the last edit of the entry by the project team (last_edit_date).</p> <p>There are 68,044 entries in total.</p> <p>&nbsp;</p> <p>2) &nbsp;&nbsp; The table "service_bridge" is a cross table, relating the departments to each other by showing their hierarchy. IT contains the parent_service_id, the child_service_id, and the breadcrumb, that indicates the department's position in the hierarchy. There are 28,162 entries in total</p> <p>&nbsp;</p> <p>3) &nbsp;&nbsp; The table "places" is used to localise the departments. A place is a geographical point identified by its latitude and longitude. The address (in text format) of this place may have changed over time. The database contains both old and new names. The table contains the ID number of the place (id), the name of the building/accommodation (name), the status of the entry on the website (status: visible, pending, deleted), the current address (current_country, current_zip, current_city, current_street, current_house_number), former address (fromer_street, former_house_number) as well as the longitude and latitude of the place. There are 15,454 entries in total.</p> <p>&nbsp;</p> <p>4) &nbsp;&nbsp;&nbsp; The table "sources_details" relates to the sources used to build the database. By source we understand &lsquo;data source&rsquo;, i.e. any source used to obtain information on the German and French authorities of the time. We mostly used German and French telephone directories of the years 1940&ndash;1944. Data on the administrative workload and perceived administrative burden of farmers in Switzerland

<table> <tbody> <tr> <td> <p>We present data from a paper-and-pencil survey of Swiss farmers. The survey was mailed to 2,000 randomly selected Swiss farmers from the two largest Swiss language regions (German and French) in February 2019. A reminder was sent in April 2019. The response rate was around 40% (N = 808). In the main part of the survey, we collected quantitative data on farmers&rsquo; workload and perceived burden due to (1) overall farming activities, (2) administrative activities related to the application of direct payments, and (3) other office work related to farm planning, bookkeeping, purchasing, and sales. We also asked farmers to rate their current workload and perceived administrative burden compared to five years earlier. We also collected data on the perceived burden of using e-government services, the administrative workload of various voluntary direct payment schemes, and the workload of inspections and sanctions. We collected personal information about the farmers, such as age, education, work experience on the farm, work outside the farm, and their political activities (e.g. as a board or executive member in political or agricultural organisations). Finally, the farmers were asked to rate a series of statements regarding agricultural policy measures, the importance of inspection measures, the obligation to provide proof of eligibility for direct payments, information on current policy measures, and the justification of penalties for non-compliance with environmental or animal welfare standards. The survey results showed that, on average, Swiss farmers spent 3&ndash;5% of their total working time on administrative tasks. Based on a 60-hour working week, this means that, on average, farmers spent about 1.8&ndash;3 hours per working week on administrative activities. The farmers rated the perceived burden of administrative activities as higher than the burden of overall farming activities or other office work. The results also showed that the time spent on administrative activities and the associated perceived administrative burden had increased compared to five years earlier. Finally, the results showed that 28% of the Swiss farmers had received a penalty for non-compliance with direct payment regulations.</p> <p>&nbsp;</p> </td> </tr> </tbody> </table>

Confirmation of the suitability and stability of the imatinib mesylate drug product formulation for intravenous administration in the INVENT-COVID clinical trial

<p>Abstract:</p> <p>An isotonic sterile aqueous solution of imatinib mesylate was formulated and then manufactured according to cGMP by KABS Laboratories. A solution pH of 5.0 is optimum for imatinib mesylate solubility and stability and this is maintained by a sodium acetate buffer.&nbsp; The drug product for the clinical study was presented as a sterile solution in a Type 1 clear glass vial with chlorobutyl stopper and seal.&nbsp; Stability studies on the drug product have confirmed an excellent stability profile and these data are presented in Table 1.&nbsp; The drug product specification detailed in this table is consistent with Regulatory Authority requirements for this stage in clinical development.&nbsp; These data support the conclusion that the drug product used in the INVENT-COVID trial was fully compliant with all cGMP and EU Regulatory Authority requirements.</p> <p>&nbsp;</p>

<p>Tenders are powerful means of investment of public funds and represent a strategic development resource.<br> Despite the efforts made so far by governments at national and international levels to digitalise documents related to the Public Administration sector, most of the information is still available in an unstructured format only.&nbsp;<br> With the aim of bridging this gap, we present OIE4PA, our latest study on extracting and classifying relations from tenders of the Public Administration.<br> Our work focuses on the Italian language, where the availability of linguistic resources to perform Natural Language Processing tasks is considerably limited.&nbsp;<br> For evaluation purposes, we built a dataset composed of 2,000 triples extracted from Italian tenders, which have been manually annotated by two human experts.</p> <p>The dataset, compressed in a single zip file,&nbsp;is composed of:</p> <ul> <li>The corpus of 6,262 texts extracted from Italian public tenders (corpus_tenders)</li> <li>The training set of 1,600&nbsp;annotated triples (training_set)</li> <li>The test set of 400&nbsp;annotated triples (test_set)</li> <li>The set U&nbsp;of 14,096&nbsp;triples used for the self-training (u_triples_dd)</li> <li>a compressed archive that contains both the extracted triples and the index for each supervised approach (extraction)&nbsp;<br> &nbsp;</li> </ul>

Data from: Intranasal administration of dantrolene increased brain concentration and duration

<p>Dantrolene has been demonstrated to be neuroprotective for multiple neurodegenerative diseases. However, dantrolene's limited penetration into the CNS hampers its effectiveness as a neuroprotective agent. Here, we studied whether the intranasal administration of dantrolene provided better penetration into the brain than the commonly used oral approach. C57BL/6<b> </b>mice, aged 2-4 months, received a single dose of either intranasal or oral dantrolene (5mg/kg). Inhibition of dantrolene clearance from the brain was examined by co-administration with P-gp/BCRP inhibitors, nimodipine or elacridar. The concentration of dantrolene in the brain and plasma was measured at 10, 20, 30, 50, 70, 120, 150 and 180 minutes after administration. Separate cohorts of mice were given intranasal dantrolene (5mg/kg) or vehicle, 3 times/ week, for either 3 weeks or 4 months, to examine potential adverse side effects on olfaction and motor coordination, respectively.</p> <p>We found that Dantrolene concentrations were sustained in the brain after intranasal administration for 180 min, while concentrations fell to zero at 120 min for oral administration. <span>Chronic use of intranasal dantrolene did not impair olfaction or motor function in these mice. Blood brain barrier pump inhibitors</span> did not further increase dantrolene peak concentrations in the brain. Our results suggested that<i> </i>Intranasal administration of dantrolene is an effective route to increase its concentration and duration in the brain compared to the oral approach, without any obvious side effects on olfaction or motor function.</p>
