Multilevel strategies of political inclusion
<p>Over the last fifty years, eighteen regional assemblies in Europe have debated the extension of voting rights to foreign residents. Yet only Scotland and the Swiss cantons of Neuchâtel and Jura have adopted such legislation. What explains this variation? Through a comparison of debates that have taken place in Italy and Switzerland, I show that multilevel governance expands access to policymaking, but also multiplies veto points in the system. As a result, attempts by regional assemblies to directly give voting rights to foreign residents are generally doomed to fail. At the same time, multilevel governance can be used as a strategy to indirectly shape the political inclusion of different groups. Even if they are unsuccessful in giving the right to vote to foreign residents, these discussions can lead to broader reforms of political rights at the national level.</p> <p> </p>

<p>Biological variation is often considered in a scalable hierarchy, e.g., within the individual, within the populations, above the species level. Morphological integration, the concept of covariation among constituent parts of an organism, is also hierarchical; the degree to which these 'modules' covary is a matter of the scale of the study as well as underlying processes driving the covariation. Multilevel analyses of trait covariation are a valuable tool to infer the origins and historical persistence of morphological diversity. Here we investigate concordance in patterns of integration and modularity across three biological levels of variation: within a species, within two genera-level radiations, and among species at the family level. We demonstrate this approach using the skull of mammalian family Leporidae (rabbits and hares), which is morphologically diverse and has a rare-among-mammals functional signal of locomotion adaptation. We tested three alternative hypotheses of modularity; from the most supported we investigated disparity and integration of each module to infer which is most responsible for patterns of cranial variation across these levels, and whether variation is partitioned consistently across levels. We found a common pattern of modularity underlies leporid cranial diversity, though there is inconsistency across levels in each module's disparity and integration. The face module contributes the most to disparity at all levels, which we propose is facilitating evolutionary diversity in this clade. Therefore, the distinctive facial tilt of leporids is an adaptation to locomotory behavior facilitated by a modular system that allows lineages to respond differently to selection pressures.</p>

ECG and EEG stress features for: ECG and EEG based detection and multilevel classification of stress using machine learning for specified genders: A preliminary study
<p>Mental health, especially stress, plays a crucial role in the quality of life. During different phases (luteal and follicular phases) of the menstrual cycle, women may exhibit different responses to stress from men. This, therefore, may have an impact on stress detection and classification accuracy of machine learning models that genders are not taken into account. However, this has never been investigated before. In addition, only a handful of stress detection devices are scientifically validated. To this end, this work proposes stress detection and multilevel stress classification models for unspecified and specified genders through ECG and EEG signals. Models for stress detection are achieved through developing and evaluating multiple individual classifiers. On the other hand, stacking technique is employed to obtain models for multilevel stress classification. ECG and EEG features extracted from 40 subjects (21 females and 19 males) were used to train and validate the models. In the low&high combined stress condition, RBF-SVM and kNN yielded the highest average classification accuracy for females (79.81%) and males (73.77%), respectively. Combining ECG and EEG, the average classification accuracy increased to at least 87.58% (male, high stress) and up to 92.70% (female, high stress). For multilevel stress classification from ECG and EEG, the accuracy for females was 62.60% and for males was 71.57%. This study shows that the difference in genders influences the classification performance for both the detection and multilevel classification of stress. The developed models can be used for both personal (through ECG) and clinical (through ECG and EEG) stress monitoring with and without taking genders into account.</p>
