IPBES Data Management Tutorials - Session 2.2: Why a data management policy for IPBES and how it concerns experts

<p>The&nbsp;<em>IPBES data management tutorials</em>&nbsp;are short videos to help experts implement the IPBES data and knowledge management policy. They cover topics ranging from data and knowledge management policy, reports, active research data, tools, and examples.</p> <p>The <em>IPBES data management policy&nbsp;</em>chapter provides an introduction of the IPBES data and knowledge management policy. It discusses why IPBES has a data and knowledge management policy and who is responsible for what in the implementation and further development of this policy.</p> <p>This session,&nbsp;<em>Why a data management policy for IPBES and how it concerns experts, </em>provides background on what IPBES wants to achieve with its data and knowledge management policy and how it impacts experts within IPBES. Survey on policies for innovation in the Global South, 2022.

<p>In July-August 2022, the&nbsp;<a href="acceleratorlabs.undp.org">UNDP Accelerator Labs</a> launched a survey to get a big picture view on the work that its global network of 91 labs was doing to support innovation ecosystems. The results were surprisingly clear-cut and coherent.</p> <p>First, <strong>we learned that a solid majority of Labs had partnered with governments to deploy interventions in support of national innovation ecosystems, or was planning to do so in the near future</strong>. We were looking at a surge of government investment in innovation across the Global South. Furthermore, these Global South governments were looking beyond the usual Global North example of policies to support innovation and learning from each other.</p> <p>Second, <strong>we learned that UNDP was widely recognized as the leading organization in supporting Global South governments in this journey</strong>. And third, <strong>we learned that collaboration with governments that have invested in innovation becomes smoother and more impactful</strong>.</p> <p>This Zenodo entry contains a file aggregating all the responses to that survey.&nbsp;</p>

Data of the article Analysis of the self-archiving policies of journals in the highest rank category of the Finnish journal classification system within computer science, physics and electronic engineering

<p>The publication forum level three journals representing the three fields of science of computer science, computer science and electrical engineering were identified by utilizing the MinEdu field search filter while searching for the top-ranked journals from the publication channel search (https://www.tsv.fi/julkaisufoorumi/haku.php?lang=en), which is based on Field of Science, Statistics Finland classification (https://www.stat.fi/meta/luokitukset/tieteenala/001-2010/index_en.html). The data were extracted during august 2017 consists of total of 127 individual journals. It is worth noting that circa 30 journals were classified into more than one fields of sciences under scrutiny. First, the journals were divided into representing gold and hybrid model journals. Second, green open access policies of the identified hybrid journals were analyzed using Laakso&rsquo;s (2014) publisher policy coding framework. Also publishers of the individual journals were identified and subsequently added to the data.</p> <p>NOTE!&nbsp;The data includes the shortest embargo to either institutional or subject repositories. For example, Elsevier had no embargo to opening accepted manuscripts from arXiv subject repository and thus no embargoes to Elsevier&#39;s journals are included within this datasheet.</p> <p>Data is in CSV. format</p> <p>&nbsp;</p> <p>&nbsp;</p>

Cross-language corpora of privacy policies

<p>The dataset consists of three different privacy policy corpora (in English and Italian) composed of 81 unique privacy policy texts spanning the period 2018-2021. This dataset makes available an example of three corpora of privacy policies. The first corpus is the English-language corpus, the original used in the study by Tang et al. [2]. The other two are cross-language corpora built (one, the source corpus, in English, and the other, the replication corpus, in Italian, which is the language of a potential replication study) from the first corpus.</p> <p>The policies were collected from:</p> <ol> <li>the Alexa top 10 Italy and U.S. websites rank;</li> <li>the Play Store apps rank in the &quot;most profitable games&quot; category of the Play Store for Italy and the U.S.</li> </ol> <p>We manually analyzed the Alexa top 10 Italy websites as of November 2021. Analogously, we analyzed selected apps that, in the same period, had ranked better in the &quot;most profitable games&quot; category of the Play Store for Italy.</p> <p>All the privacy policies are ANSI-encoded text files and have been manually read and verified.<br> The dataset is helpful as a starting point for building comparable cross-language privacy policies corpora. The availability of these comparable cross-language privacy policies corpora helps replicate studies in different languages.&nbsp;<br> Details on the methodology can be found in the accompanying paper.</p> <p>The available files are as follows:</p> <ul> <li><strong>policies-texts.zip</strong> --&gt;&nbsp;contains a directory of text files with the policy texts. FAIRsFAIR Policy Characterisation Data for D3.1

<p>As part of the EOSC project family the FAIRsFAIR - Fostering Fair Data Practices in Europe - project aims to supply practical solutions for the use of the FAIR data principles throughout the research data life cycle. The FAIRsFAIR project runs from March 2019-February 2022.&nbsp;Policies are a crucial component in the FAIR ecosystem. To this end, FAIRsFAIR Work Package 3 (WP3): FAIR Data Policy and Practice carried out an analysis of the current data policy landscape at various levels (national, funder, publisher, institutional) to provide a snapshot of the situation in 2019 and to identify policy elements that support or hinder FAIR data practice. To provide a comparative baseline for reviewing the data policies of various stakeholders, the priority and supporting actions presented in the <em>Turning FAIR into Reality </em>(TFiR) action plan were employed. To assess how well the policies of different stakeholders currently reflect TFiR&rsquo;s action plan, we carried out desk research to characterise policies.&nbsp;</p> <p>Based on a review of existing policy characterisation efforts, FAIRsFAIR defined a total of 42 policy features to be reviewed during our landscape assessment. Fourteen of these features were intended to capture information about the policy itself (e.g., title, year of introduction, machine-readability) and 28 policy features were reviewed in relation to the content of the policy.&nbsp;</p> <p>For each of the three stakeholder groups assessed (funders, publishers and HEIs) we reviewed 10-15 data policies to determine how far they currently reflect the stakeholder-specific actions as recommended in TFiR. We limited the number to be reviewed to reflect the time and effort available for this task. To enable us to assess whether a specific policy element had been addressed within a given stakeholder&rsquo;s policy, a set of related indicators were developed and mapped to the policy features and related TFiR policy actions.&nbsp;</p> <p>The policies selected for analysis as part of the landscape assessment come from stakeholders currently demonstrating a relatively high level of engagement with the FAIR principles. These have been identified through desk research and through the FAIRsFAIR consortium partners&rsquo; subject knowledge and related activities. Based on their particular areas of expertise, UGOE identified publishers to be included in the review while SPARC Europe identified funding bodies and EUA identified HEIs. The 42 policies reviewed for this task should not be considered an exhaustive inventory of stakeholders currently engaged with Open Science and the FAIR principles.&nbsp;</p>

FAIRsFAIR Policy and Practice Survey 2019 data for D3.1_D3.2_D6.1

<p>As part of the EOSC project family the FAIRsFAIR - Fostering Fair Data Practices in Europe - project aims to supply practical solutions for the use of the FAIR data principles throughout the research data life cycle. The FAIRsFAIR project runs from March 2019-February 2022. Landscaping activities have been a core activity during the initial stages of the FAIRsFAIR project and&nbsp;there has been close cooperation with colleagues in Work Package 3 carrying out the FAIR data policy and practice analyses; Work Package 2 on assessing FAIR requirements for interoperability and persistence; Work Package 6 on providing an overview of research communities&rsquo; needs for competence centres; and Work Package 7 on mapping RDM policies and support as well as FAIR education offerings in European HEIs. In particular, efforts were made to avoid duplication of effort across the three open consultation and survey instruments developed to assess the current landscape and to define a consistent approach to presenting our findings.</p> <p>As part of the landscape analysis, FAIRsFAIR ran an open consultation on Policy and Practice which was made available via EU Survey&nbsp;from August 2 - September 27, 2019. The consultation was also made accessible from the FAIRsFAIR website. A total of 106 responses were submitted by research support staff from across Europe and beyond.&nbsp;The open consultation included both open-ended and closed questions which sought to identify the different levels of maturity with regards to FAIR practices among disciplines, the range of policies that influence the way that researchers work, and the sources of support currently available to researchers. In developing the questions, FAIRsFAIR worked collaboratively with several related initiatives including the EOSC 5B projects, the Group of European Data Experts in RDA (GEDE), and the EOSC FAIR Working Group&nbsp;and Landscape Working Group&nbsp;to avoid duplication of effort in our information collection. FAIRsFAIR will continue to cooperate with these and other initiatives over the life of the project. A Dataset of Science-Policy Collaborations from the International Geneva Ecosystem

<p><strong>This dataset contains data on the characteristics of&nbsp;science-policy collaborations (SPCs) as well as on the perceived value of the Geneva Science-Policy Interface as an intermediary actor facilitating collaborative processes.&nbsp;</strong></p> <p>----</p> <p>In 2020, the Geneva Science-Policy Interface deployed&nbsp;a call for projects explicitly targeting SPCs. The purpose of the call for projects is to motivate policy actors and scientists to join their efforts and propose collaboration projects, select the most promising projects, and provide them with financial and strategic support. Projects are eligible only if both academia and policy actors are represented, and if policy actors are part of the International Geneva ecosystem.</p> <p>The call for projects is a structured and standardised process that allows for the collection of identical data across a sample of SPCs, thus enabling comparative analyses. Data is collected through crowdsourcing, coupling challenge-based data collection and survey data.&nbsp;The Geneva Science-Policy Interface&nbsp;uses the call for projects to collect data on characteristics of&nbsp;SPCs as well as on the perceived value of the GSPI as an intermediary actor facilitating collaborative processes.&nbsp;</p>

Practices and policies of preprint platforms for life and biomedical sciences

<p>Given the increase in the use and profile of preprint servers &ndash; and alternative publishing hybrid platforms such as F1000 Research &ndash; in the life sciences, it is increasingly important to identify how many such servers and hybrids exist, to describe their scope in terms of the scientific disciplines they cover, and to compare and contrast their characteristics and policies.</p> <p>We surveyed forty-four (44) platforms that host preprints relevant to life and biomedical sciences and that were active online and accepting submissions on 25 June 2019. Information on preprint platform policies, features and practices was collected through online research by the authors and by surveying preprint platform representatives directly.&nbsp;</p> <p>Full data sheets include an additional 5 platforms hosted on OSF Preprints&nbsp;(rows 49-53) to fulfil the wider scope for the ASAPbio project,&nbsp;not in disciplinary scope (biology and medical sciences) for the manuscript with Jamie Kirkham.</p> <p><strong>Tables 1-5: </strong>Data&nbsp;(44 platforms, manuscript) are separated into five main tables of information and a list of preprint platform websites for reference.</p> <p>Table 1: Scope and ownership of each server<br> Table 2: Content-specific characteristics and information relating to submission, journal transfer options,&nbsp;and external discoverability<br> Table 3: Screening, moderation, and permanence of content<br> Table 4: Usage metrics and other features<br> Table 5: Metadata<br> Preprint platform websites</p> <p>Data for each platform are listed as &lsquo;Verified&rsquo; in the tables if these tables (V1.0 or V2.0) were seen and approved by a platform representative between January 13 and January 27, 2020.</p> <p><strong>Original online survey:</strong>&nbsp;a blank copy of the original survey form used by online researchers (the authors) and supplied pre-filled (or empty, in some cases) to preprint platform representatives for verification (or completion, in some cases).&nbsp;</p> <p><strong>Final data:</strong>&nbsp;survey data is presented in .txt and .xlsx, as follows:</p> <ul> <li>Row 1: Heading (where field is included in manuscript tables, the heading presented here replaces any heading used in original survey. <p>This data is a sub set of a dump from ROARMAP [http://roarmap.eprints.org/] taken on 24th August 2014.</p> <p>ROARMAP&nbsp; is the Registry of Open Access Repository Mandates and Policies, a searchable international registry charting the growth of open access mandates and policies adopted by universities, research institutions and research funders that require or request their researchers to provide open access to their peer-reviewed research article output by depositing it in an open access repository.</p> <p>Number of Open Access policies and a ranking is shown for each country.</p> <p>The data is being used for a series of data visualisations [http://pasteur4oa-dataviz.okfn.org/] for the PATEUR4OA Project [http://pasteur4oa.eu/].</p> <p>&nbsp;</p> <p>PASTEUR4OA (Open Access Policy Alignment Strategies for European Union Research) aims to support the European Commission&rsquo;s Recommendation to Member States of July 2012 that they develop and implement policies to ensure Open Access to all outputs from publicly-funded research. &nbsp;</p> <p>PASTEUR4OA will help develop and/or reinforce open access strategies and policies at the national level and facilitate their coordination among all Member States. Countries' Agri-Environmental Policies Database

<p>A new database of 6124 policies at the intersection of agriculture and the environment. Implemented between 1960 and 2022 in over 200 countries. Comprises a wide range of types of policies (e.g., ranging from legislative changes to payments for ecosystem services), as well as a wide range of goals (e.g., from pesticide regulations to forest conservation). It allows to e.g. count such policies per country, filter to select specific policies, and to create policy indices, e.g. weighting countries' policies with contextual factors that enhance to hinder policy performance (e.g. policy budgets, enforcement, stringency, corruption).</p> <p>The main database comes in the formats CSV, EXCEL, and DTA, country averages are provided in CSV and DTA, the dataset for the soil erosion policy analysis is provided in DTA and the code for the analysis is a DO-file.</p>
