National Energy and Climate Plans - Preliminary analysis on Prosumerism for 9 EU Member States

<p>Preliminary check on the provisions on self-consumption and energy communities in the draft National Energy and Climate Plans (NECPs) of nine EU Member States (BE, DE, ES, FR, HR, IT, NL, PT, UK). The main findings are that only France and Spain put a reasonable emphasis on the importance of self-consumption and energy communities as suggested by RED II. Germany and Italy show some efforts while the NECPs of the other five member states contain only weak or no provisions on prosumerism. Most countries don&rsquo;t define neither targets nor measures.</p>

<p>Data for: Assets in Periphery, Agents in the Core: Mapping the Micro Structures of International Tax Planning</p> <p>See paper at: https://osf.io/preprints/socarxiv/hyc4p</p> <p>In the last two decades, tax avoidance has risen to the top of the agenda of policy makers and international organizations. The majority of political action and academic research has focused on the macro-level of states, pointing towards the responsibility of &lsquo;tax havens&rsquo; or &lsquo;offshore financial centers&rsquo;. Research on the micro-level has demonstrated the importance of non-state actors who facilitate tax planning, but tax advisors have never been studied systematically with global data. In this paper, we connect the micro and macro levels. We map tax advisors geographically using a novel empirical approach based on LinkedIn. We show that tax advisors generally locate in large cities in the EU and OECD, rather than in places targeted as &lsquo;tax havens&rsquo;. We further consider what determines the locations of tax advisors. Using multiple regression analysis, we find that locations of tax advisors does not correlate with the location of corporate profits, financial secrecy, or economic activity. Rather, it correlates with the managerial and financial activity. Our results underscore the core-periphery structure in offshore finance. Effective regulation of tax avoidance should focus on tax advisors, not only on the destination of money flows, since the active facilitation does not occur in those places.</p>

Testing Database Engines via Query Plan Guidance

<p>This artifact is the supplementary material for the paper &quot;Testing Database Engines via Query Plan Guidance&quot; that is published in ICSE&#39;23.</p> <p>In the paper, we propose a new concept called Query Plan Guidance&nbsp;(QPG) for testing Database Management Systems (DBMSs). QPG tackles the test case generation problem by guiding test case generation towards exploring a variety of unique query plans. We found 50+ unique, previously-unknown bugs in SQLite, TiDB, and CockroachDB.</p> <p>The prototype of QPG is a Java project, and we provide Dockerfiles to reproduce our three key empirical results.</p>

Maintenance of Plan Libraries for Case-based Planning

<p>Case-based planning is an approach to planning where previous planning experience provides guidance to solving new problems. Such a guidance can be extremely useful, or even necessary, when the new problem is very hard to solve, or the stored previous experience is highly valuable, because, e.g., it was provided or validated by human experts, and the system should try to reuse it as much as possible.&nbsp;<br> <br> To do so, a case-based planning system stores in a library previous planning experience in the form of already encountered problems and their solutions.&nbsp;</p> <p>The quality of such a plan library critically influences the performance of the planner, and therefore it needs to be carefully designed and created. For this reason, it is also important to update the library during the lifetime of the system, as the type of problems being addressed may evolve or differ from the ones the library was originally designed for. Moreover, like in general case-based reasoning, the library needs to be maintained at a manageable size, otherwise the computational cost of querying it grows excessively, making the entire approach ineffective.</p>

FISHPASS ASSESSMENT PLAN LONG-TERM MONITORING OF HYDROLOGIC AND WATER QUALITY DATA

The Great Lakes Fishery Commissions’ (GLFC) FishPass project seeks to reconnect the waterscape for only desired species (i.e., selective passage) by integrating a multitude of existing and novel passage techniques and technologies. The probability of a fish passing through a sorting system is dependent on environmental conditions and a fish’s motivation ─ its internal state in relation to environmental stimuli. While fish decision making abilities introduce complexity to the sorting operations, they also provide an opportunity to exploit behavioral tendencies and abilities to achieve selective sorting. The FishPass Assessment Plan details a monitoring program aimed at quantifying fish movement and sorting capabilities associated with both individual mechanisms and integrated sorting systems. The results of the monitoring program will be used to inform future adjustments to the selection of techniques and technologies and their configuration to optimize passage of desirable species while blocking and/or removing undesirable species. A key component to the Assessment Plan is the long-term monitoring of abiotic variables in and around FishPass. This data set contains the hydrologic (e.g., river discharge, water level) and water quality data (e.g., temperature, specific conductivity, conductivity, and turbidity) collected at mostly static stations throughout the Boardman/Ottaway River. The dataset is updated annually. These data are collected until the initiation and/or substantial completion of the FishPass structure. Collection of this type of data are expected to continue after FishPass construction completion but modifications to the extent and location of monitoring stations are anticipated. As a result, a new dataset will be updated in the future containing all long term hydrologic and water quality monitoring post construction. R.
