Polidoc.net CODEBOOK: National and Regional Manifestos and other Political Documents Collected for the Research Projects "Representation in Europe: Congruence between Preferences of Elites and Voters" (REPCONG) and "The Impact of EU Cohesion Policy on European Identification" (COHESIFY)
<p>The Political Documents Archive http://www.polidoc.net/ contains election manifestos, coalition agreements, government declarations and various other documents of political actors from developed democracies. Currently, the archive builds on a stock of more than 3000 political documents from 20 European countries. The aim of the repository is to provide political texts in order to facilitate scholarly research in different areas of comparative politics such as party competition, coalition politics, legislative decision-making or electoral behavior.</p> <p>National electoral manifestos have been collected in the course of the REPCONG project ("Representation in Europe: Policy Congruence between Citizens and Elites"), and the archive includes party manifestos for regional elections in several European democracies. Because the process of European integration resulted in a strengthening of regions in EU member states and in countries that want to join the European Union, the relevance of the regional level for political decision-making has increased during the last decades. Therefore, also the policy profiles of regional parties are required to get a full picture of democratic responsiveness in European states across all levels of the political system. The collection of regional manifestos was supported by the COHESIFY project (www.cohesify.eu), funded under the Horizon 2020 Framework Programme for Research and Innovation. The aim of COHESIFY is to study whether the European Structural and Investment Funds affect people’s support for and identification with the European project.</p> <p>The archive is freely accessible (after a simple registration) and meant to foster rigorous research in these areas by enabling scholars to produce valid and reliable findings from empirical studies of textual data rather than unnecessarily struggling to obtain and process texts.</p>

Insights into European research funders policies and practices - public dataset
<p>This is the dataset arising from a survey of European research funders on Open Access (OA) and Research Data (RD) policies, commissioned by SPARC Europe, in consultation with representatives from the following organisations: <a href="https://www.allea.org/">ALLEA</a>, the <a href="https://www.efc.be/">European Foundation Centre</a> and <a href="http://scienceeurope.org/">Science Europe</a> and a wider advisory group.</p> <p>Launched in the spring of 2019, the survey, which targeted about 400 funders, garnered just over 60 responses from 29 countries. The cohort includes important national funding agencies (almost 50%), pan-European funders, national and regional academies, foundations and philanthropic organisations and research charities. </p>
CHIST-ERA The European Open Science Policy Landscape - Status and Trends
<p>CHIST-ERA carried out an analysis among its member agencies regarding their national Open Science policies and practices. An Analysis summarises the Status Quo in 2021 and compares the evolution of the policies between 2019 and 2021.</p> <p>Data are coming from Open Science Policies Survey - in 2019 and 2021 - among funding agencies that are members of ChistEra.</p>

Data set: Europeana Metadata to Analyse The EU's Policy Effectiveness in Digitising European Heritage
<p>This dataset was produced as a part of a research MSc thesis project, “<em>Using Europeana Metadata to Analyse The EU’s Policy Effectiveness in Digitising European Heritage</em><em>” </em>published by the KU Leuven in joint cooperation with Europeana.</p> <p>The dataset contains the data from the Europeana API call, graphs created form the data and the code needed to collect the CH metadata from Europeana digital collections which was used to evaluate the policy aims used in the study. COP21: Results and Implications for Pathways and Policies for Low Emissions European Societies
<p>This database contains national and global level modelling scenario results produced under the COP21:RIPPLES project <a href="https://www.cop21ripples.eu/">https://www.cop21ripples.eu/</a></p> <p>The data is also hosted in the IIASA RIPPLES Scenario Explorer <a href="https://data.ene.iiasa.ac.at/cop21ripples/#/login">https://data.ene.iiasa.ac.at/cop21ripples/#/login</a></p> <p>The National Determined Contributions (NDCs) provide important indications regarding the future GHG emissions and related policies, in relation to the international energy market, technological, economic, trade and financial context. This key information on the development trajectories of major economies is essential for EU policy development as it will determine the global context in which EU policies will evolve. Nevertheless, the NDCs adopt a medium-term horizon and do not provide all the required information to fully characterize the detailed energy system pathways that meet the Paris Agreement (PA) goals. NDCs therefore fall short of characterizing the global trajectories at a sufficiently granular and long-term perspective for informing EU policies.</p> <p>To close this knowledge gap, COP21:RIPPLES aims at analysing the underlying transformations required in the different sectors of the economy to meet the PA mitigation targets. To this purpose, COP21:RIPPLES uses existing scenarios as well as a number of new national and global scenarios. These new scenarios are not conceived themselves as an output of the project but rather as methodological tool to answer specific questions across different Work Packages. Quantitative and qualitative methods complementing: Bridging modelling and policy-making efforts to realise the European bioeconomy
<p>The European Bioeconomy Strategy aims to facilitate the transition from a take-make-dispose fossil economy into one fostering circular bio-based value chains linking sustainable land use with cutting-edge products. Optimised designs, implementation and monitoring rely on continuous interactions between policymakers and modellers who run multiple scenarios for environmentally, economically and socially desirable futures. "Bridging modelling and policy-making efforts to realise the European bioeconomy" leverages a multi-layered framework that cross-references 39 policies and 32 models to assess how they address the five principle objectives of the Bioeconomy Strategy in terms of accompanying sectors, value-chains, and multi-dimensional indicators. The framework identifies gaps in bioeconomy knowledge both in policy and modelling. The analysis stemming from this framework matching policies and models based on their scope and aim, and reviewing how each addresses bioeconomy objectives, sectors, value chain stages and indicators, was built using mixed methods. The files complement the Supplementary Files of "Bridging modelling and policy-making efforts to realise the European bioeconomy" to produce a comprehensive compendium of the key findings extracted from the main publication. </p>
Causal coupling between European and UK markets triggered by announcements of monetary policy decisions
<p>We investigate high-frequency reactions in the Eurozone stock market and the UK stock market during the time period surrounding the European Central Bank (ECB) and the Bank of England (BoE)'s interest rate decisions assessing how these two markets react and co-move influencing each other.</p> <p>The effects are quantified by measuring linear and non-linear transfer entropy combined with a Bivariate Empirical Mode Decomposition (BEMD) from a dataset of 1-minute prices for the Euro Stoxx 50 and the FTSE 100 stock indices.</p> <p>We uncover that central banks' interest rate decisions induce an upsurge in intraday volatility that is more pronounced on ECB announcement days and there is a significant information flow between the markets with prevalent direction going from the market where the announcement is made towards the other.</p>
Data for: Perennial biomass cropping and use: Shaping the policy ecosystem in European countries
<p><span>Demand for sustainably produced biomass is expected to increase with the need to provide renewable commodities, improve resource security, and reduce greenhouse gas emissions in line with COP26 commitments. Studies have demonstrated additional environmental benefits of using perennial biomass crops (PBCs), when produced appropriately, as a feedstock for the growing bioeconomy, including utilisation for bioenergy (with or without carbon capture and storage). PBCs can potentially contribute to Common Agricultural Policy (CAP) (2023–27) objectives provided they are carefully integrated into farming systems and landscapes. Despite significant R&D investment over decades in herbaceous and coppiced woody PBCs, deployment has largely stagnated due to social, economic and policy uncertainties. This paper identifies the challenges in creating policies that are acceptable to all actors. Development will need to be informed by measurement, reporting and verification (MRV) of greenhouse gas emissions reductions and other environmental, economic and social metrics. It discusses interlinked issues that must be considered in the expansion of PBC production: i) available land; ii) yield potential; iii) integration into farming systems; iv) research and development (R&D) requirements; v) utilisation options; and vi) market systems and the socioeconomic environment. It makes policy recommendations that would enable greater PBC deployment: 1) incentivise farmers and land managers through specific policy measures, including carbon pricing, to allocate their less productive and less profitable land for uses which deliver demonstrable greenhouse gas reductions; 2) enable GHG mitigation markets to develop and offer secure contracts for commercial developers of verifiable low carbon bioenergy and bio-products; 3) support innovation in biomass utilisation value chains; and 4) continue long-term, strategic R&D and education for positive environmental, economic and social sustainability impacts.</span></p>
