Integrated database on adaptation and mitigation measures in Europe

<p>Climate action is far from meeting the internationally agreed adaptation and mitigation goals. Even though climate action planning has increased since the Paris Agreement in 2015, the implementation rate of those plans remains low. Climate planning literature claims that accounting for long-term planning and implementation times, accurately estimating costs, identifying synergies and trade-offs between measures, or considering justice and equity issues might increase the quality of climate plans and facilitate the further implementation of climate actions.</p> <p>Also, there is no uniform way of responding to the climate crisis. Existing climate action databases typically focus on a particular type of response, sector, hazard, or type. In parallel, national governments and international initiatives provide tools and guidelines to facilitate the development of climate action plans. However, the primary climate action recording and monitoring initiatives and projects do not share the same framework as those tools, resulting in a lost opportunity to improve climate actions' knowledge transferability.</p> <p>Thus, we reviewed nine existing databases of adaptation and five mitigation databases, comprising a total of 7.130 adaptation actions and 11.409 mitigation actions, and detected a lack of alignment with climate planning practices and claims. Furthermore, we revealed a lack of coherency regarding the level of abstraction of climate actions and their role in the implementation process. Not all climate actions are meant to operate similarly from a planning perspective: while some had a direct outcome on the target indicators, others are thought to facilitate their implementation.</p> <p>Ultimately, we created a new integrated database of adaptation and mitigation measures in Europe, focusing exclusively on climate planning and implementation practices. First, we identified specific and transferable mitigation and adaptation measures and instruments through an originally designed decision tree. Second, we harmonised the collection of climate actions in a unique framework based on one of the biggest climate planning initiatives: the Sustainable and Energy Climate Action Plans by the Covenant of Mayors. Our integrated database of adaptation and mitigation measures (1) classifies and relates the different types of climate actions; (2) provides data that may improve the quality of climate plans and facilitate implementation; (3) allows a better perspective of systematic problems by identifying potential synergies and trade-offs; and (4) defines and characterises measures using a framework that draws on actual practice. The database compiles a total of 191 adaptation measures, 188 mitigation measures, and 97 measures that account for each, and a total of 609 associated instruments. For monitoring their outcomes, 93 SDG relevant indicators &nbsp;are included.</p>

Alternative Covid-19 mitigation measures in school classrooms: Analysis using an agent-based model of SARS-CoV-2 transmission

<p>The SARS-CoV-2 epidemic continues to have major impacts on children's education, with schools required to implement infection control measures that have led to long periods of absence and classroom closures. We have developed an agent-based epidemiological model of SARS-CoV-2 transmission that allows us to quantify projected infection patterns within primary school classrooms, and related uncertainties; the basis of our approach is a contact model constructed using random networks, informed by structured expert judgment. The effectiveness of mitigation strategies is considered in terms of effectiveness at suppressing infection outbreaks and limiting pupil absence. Covid-19 infections in schools in the UK in Autumn 2020 are re-examined and the model used for forecasting infection levels in autumn 2021, as the more infectious Delta-variant was emerging and school transmission was thought likely to play a major role in an incipient new wave of the epidemic. Our results are in good agreement with available data and indicate that testing-based surveillance of infections in the classroom population with isolation of positive cases is a more effective mitigation measure than bubble quarantine both for reducing transmission in primary schools and for avoiding pupil absence, even accounting for the insensitivity of self-administered tests. Bubble quarantine entails large numbers of pupils being absent from school, with only a modest impact on classroom infection levels. However, maintaining a reduced contact rate within the classroom can have a major beneficial impact on managing Covid-19 in school settings.</p>

Fisheries bycatch mitigation measures as an efficient tool for the conservation of seabird populations

<p class="MsoNormal"><span>The impact of industrial fisheries on marine biodiversity is conspicuous in large pelagic vertebrate fisheries bycatch. In seabirds, this led to the decline of many populations since the 1980s following the rise of global fishing efforts. Bycatch mitigation measures were implemented in the 2000s, but their effects on the concerned seabird populations remain poorly quantified and understood.</span></p> <p class="MsoNormal"><span>We studied the effects of bycatch mitigation measures on the demography of the white-chinned petrel, one of the most bycatch impacted seabirds whose populations suffered dramatic declines before the implementation of mitigation measures. To do so we 1) built multi-event capture-recapture models to estimate the demographic parameters of a population from Possession Island (southern Indian Ocean) over thirty years, 2) assessed the effect of climate and fishery covariates on demographic parameters, 3) built a population matrix model to estimate stochastic growth rate according to the management in fisheries bycatch, and 4) estimated changes in breeding population density using distance sampling data.</span></p> <p class="MsoNormal"><span>The population declined from the 1980s to the mid-2000s, while trawl and longline fisheries occurred with no bycatch mitigation measures. The negative effects of fishery bycatch through additive mortality and of rat predation on breeding success were likely the main drivers of this decline.</span></p> <p class="MsoNormal"><span>Both modeled population growth rate and observed breeding densities showed an increase since the mid-2000s. We explained this trend by the improvement in survival probability following implementation of fishery bycatch mitigation measures and in breeding success probability with the local control of the rat population and changes in sea ice conditions on foraging grounds.</span></p> <p class="MsoNormal"><span>Synthesis and applications: We provide a holistic approach to assess the effects of management measures by analysing datasets from sampling methods commonly employed in seabirds studies. Our conclusions should encourage the eradication of invasive predatory species in seabirds breeding areas and the strengthening of bycatch mitigation measures for the vulnerable seabird species, especially in international waters, but also the development of such measures considering the other marine large pelagic species threatened by fisheries bycatch (sharks, rays, turtles and marine mammals) since it could be crucial to avoid populations' extinction.</span></p>

Measures to mitigate the spread of COVID-19 in Switzerland

<p>Since February 25, 2020 Switzerland has been affected by COVID-19. Modelling predictions show that this pandemic will not stop on its own and that stringent migitation strategies are needed. Switzerland has implemented a series of measures both at cantonal and federal level. On March 16, 2020 the Federal Council of Switzerland declared &ldquo;extraordinary situation&rdquo; and introduced a series of stringent measures. This includes the closure of schools, restaurants, bars, businesses with close contact (e.g. hair dressers), entertainment or leisure facilities. Incoming cross-border mobility from specific countries is also restricted to Swiss citizens, residency holders or work commuters. As of March 20, 2020 mass gatherings of more than five people are also banned. Already in early March various cantons had started to ban events of various sizes and have restricted or banned access to short- and long-term care facilites and day care centers.&nbsp;</p> <p>The aim of this project is to collect and categorize these control measures implemented and provide a continously updated data set, which can be used for modelling or visualization purposes. Please use the newest version available.&nbsp;</p> <p>We collect the date/duration and level of the most important measures taken in response to COVID-19 from official cantonal and federal press releases. Data from: Scaling up effects of measures mitigating pollinator loss from local- to landscape-level population responses

1. Declining pollinator populations have caused concern about consequences for food production, and have initiated an increasing number of initiatives that aim to mitigate pollinator loss through enhancement of floral resources. Studies evaluating effects of mitigation measures generally demonstrate positive responses of pollinators to floral resource enhancement. However, it remains unclear whether this represents landscape-level population effects or results from a spatial redistribution of individuals from otherwise unaffected populations. 2. Here we present a method for estimating landscape-level population effects using data from commonly used standardized pollinator transect surveys. The approach links local density responses of pollinators in both mitigation sites and surrounding landscape elements to the area these habitats occupy in mitigation landscapes as well as control landscapes to obtain landscape-level population estimates. 3. We demonstrate the method using data from a two-year study examining the effects of experimental wildflower enhancements on wild bumble bees and solitary bees in Dutch agricultural landscapes. The results show that conclusions based on local responses may differ significantly from those based on landscape-level responses. 4. Wildflower enhancements significantly enhanced landscape-level abundance of both bumble bees and solitary bees. Bumble bees showed a pronounced positive local density response in mitigation sites and the surrounding landscape that was in line with significant landscape-level increases in abundance. However, solitary bees showed no local response to mitigation sites, and the landscape-level increases in abundance only became apparent when the area of bee habitat was taken into account. 5. Incorporating the area of both newly created and pre-existing pollinator habitats into effect estimates accounts for density-dependent processes such as dilution, spill-over and local concentration of individuals. It therefore results in more reliable estimates of the response to mitigation measures of pollinators, as well as other mobile arthropod groups that are often being surveyed using transect surveys.

Large carnivore conservation and traditional pastoralism: An economic analysis on the efficacy of bear-reindeer predation mitigation measures: Dataset for 2014–2016 corralling versus forest treatment analysis

<p>While wildlife and cultural preservation goals can be either complimentary or counteractive, the goals of large carnivore conservation and traditional pastoralist lifestyles are often at odds.  Livestock depredation can negatively impact the economies of livestock herders, while subsequent lethal removals contribute to local carnivore population declines. Here, we collaborated with two Sámi reindeer herding communities (2010–2016) situated in Sweden's boreal forest to evaluate the efficacy and economic feasibility of three brown bear predation mitigation measures: corralling pregnant reindeer during parturition, lethal bear management removals, and public bear-license hunting. Calving corrals increased survival for reindeer calves born to average-sized females by 7% to 15% and by 14% to 30% for calves born to small females. However, the realized cost of implementing calving corrals outweighed the financial gain for both our study areas (net losses ranged between €1,111 and €6,210 per calf saved from bear predation per year when using the updated 2021 calf value), as well as for almost every theoretical scenario we explored (net losses €234 and €13,995 per calf saved from bear predation). The exception was the theoretical scenario where small herding communities overlapped large bear populations, which crossed the breakeven efficacy bear/reindeer ratio of 13.5 bears/100 reindeer and had a potential net gain of €36 per saved calf. Similarly, the cost of lethal management removals of bears also outweighed the potential financial gain from saved calves, with net losses between €75 and €239 per calf. License hunting, where the hunters voluntarily incur the monetary costs of removing bears, is in most cases the only economically viable mitigation measure where the cost of mitigation did not outweigh the financial gain from increased reindeer survival. While the annual public license hunt was the most cost-effective mitigation measure, it may be less biologically effective, i.e., bear hunting occurs in the fall and reindeer parturition the following spring which leaves time for the empty niche of harvested bears to be filled by survivors. Economically and biologically effective predation mitigation measures are key for promoting coexistence, and we suggest that potential mitigation measures should be studied in collaboration with local people.</p>
