Designing a Training Journey for Privacy and Information Security Practitioners in the Federal Public Administration
<p> Context : The Ministry of Management and Innovation in Public Services (MGI) leads the formulation and coordination of the Digital Government Strategy (EGD). DEPSI, under the Secretariat of Digital Government (SGD), is responsible for the Privacy and Information Security Program (PPSI), which aims at data privacy, compliance, and institutional resilience. Problem: The culture of privacy and information security in the Federal Public Administration faces development challenges. Despite the PPSI, there is a lack of awareness initiatives, training, a clear strategy, best practices, and performance indicators. Proposed Solution: The proposal aims to develop a training journey for Practitioners working in roles related to privacy and information security, with the goal of identifying and promoting the best practices, skills, and competencies required for these roles. IS Theory: This study aligns with Organizational Information Processing Theory, providing mechanisms to help organizations adapt to regulatory uncertainties in privacy and security. Method: We employed a mixed approach, combining document analysis, a literature review, and a survey. Guidelines and standards were analyzed to map competencies and responsibilities, while the survey gathered practitioners' perceptions of the proposed training journey. Summary of Results: We identified the key profiles and their corresponding responsibilities, and proposed a personalized training journey. Survey results indicated that the journey meets Practitioners’ expectations, being well-evaluated in terms of criteria and assigned weights. Contributions and Impact in IS: This work contributes by presenting a proposal for a Training Journey to assess the knowledge of Federal Public Administration employees and guide them on the best paths for professional development. </p>
Recording of ETAPAS 4th Dissemination Event: Tools for the ethical and trustworthy adoption of Artificial Intelligence in the service of public administrations
<p>On the 12th of October 2022 the 4th ETAPAS dissemination event "Tools for the ethical and trustworthy adoption of Artificial Intelligence in the service of public administrations" took place online and on site at the Centre for Research & Technology Hellas (CERTH).</p> <p>If you missed the workshop you can find here the recording of the event, where we presented the first outputs generated by the ETAPAS Project to Greek Public Administration in order display concrete results on how AI can be ethically embedded in their activities.</p> <p>Among the topics we discussed:</p> <ul> <li>the ETAPAS Project and key tools developed for the good governance of AI;</li> <li>the chatbot Kari and the challenges using AI-based solutions presents;</li> <li>the development of a misinformation detection platform by CERTH;</li> <li><a href="https://www.pop-ai.eu/">popAI</a> and <a href="https://token-project.eu/the-project/">TOKEN</a> projects;</li> <li>strategies for a governance framework for artificial intelligence in public administration.</li> </ul> <p>Check this recording to see all the interesting presentations and discussions that emerged during the project.</p>
OIE4PA: Open Information Extraction for the Public Administration
<p>Tenders are powerful means of investment of public funds and represent a strategic development resource.<br> Despite the efforts made so far by governments at national and international levels to digitalise documents related to the Public Administration sector, most of the information is still available in an unstructured format only. <br> With the aim of bridging this gap, we present OIE4PA, our latest study on extracting and classifying relations from tenders of the Public Administration.<br> Our work focuses on the Italian language, where the availability of linguistic resources to perform Natural Language Processing tasks is considerably limited. <br> For evaluation purposes, we built a dataset composed of 2,000 triples extracted from Italian tenders, which have been manually annotated by two human experts.</p> <p>The dataset, compressed in a single zip file, is composed of:</p> <ul> <li>The corpus of 6,262 texts extracted from Italian public tenders (corpus_tenders)</li> <li>The training set of 1,600 annotated triples (training_set)</li> <li>The test set of 400 annotated triples (test_set)</li> <li>The set U of 14,096 triples used for the self-training (u_triples_dd)</li> <li>a compressed archive that contains both the extracted triples and the index for each supervised approach (extraction) <br> </li> </ul>
Public Management for Local Development: Perception from the Administrative Area of a Municipality in Peru
<p><strong>Abstract:</strong></p> <p><strong>Objective:</strong> To analyze the perception of the administrative department of a municipality regarding public management.</p> <p><strong>Method</strong>: Qualitative approach through interviews. The sample consisted of 30 employees from the administrative department of a municipality in Peru.</p> <p><strong>Results</strong>: It was found that the employees seem to have a clear understanding of the applied public management model and the organization of the administrative area. Responses regarding the management of financial, human, and material resources vary in accuracy and detail, suggesting a possible lack of knowledge in some areas. It is important to enhance communication clarity on these topics and provide precise information to ensure effective and transparent management within the municipality.</p> <p><strong>Conclusion</strong>: Municipality employees demonstrate an understanding of their roles and face challenges in teamwork and bureaucracy. There is some confusion regarding the "New Public Management" and a lack of knowledge in resource management. Improving training, streamlining procedures, and fostering team participation in planning are crucial aspects. Furthermore, implementing periodic assessments is recommended to enhance administrative efficiency.</p>
Instance of the learning ecosystem metamodel: model of the ecosystem for knowledge management in Spanish Public Administration
<p>The conceptual model definition of the learning ecosystem for knowledge management in the Spanish Public Administration has been made by defining three views or packages from the ecosystems metamodel presented above. The views correspond to the three main parts identified in the learning ecosystem metamodel (<a href="http://doi.org/10.5281/zenodo.829859">http://doi.org/10.5281/zenodo.829859</a>): software components, human elements and the relationship among each other.</p>
SimPA: A Sentence-Level Simplification Corpus for the Public Administration Domain
<p>We present a sentence-level simplification corpus with content from the Public Administration (PA) domain. The corpus contains 1,100 original sentences with manual simplifications collected through a two-stage process. Firstly, annotators were asked to simplify only words and phrases (lexical simplification). Each sentence was simplified by three annotators. Secondly, one lexically simplified version of each original sentence was further simplified at the syntactic level. In its current version there are 3,300 lexically simplified sentences plus 1,100 syntactically simplified sentences. The corpus will be used for evaluation of text simplification approaches in the scope of the EU H2020 SIMPATICO project - which focuses on accessibility of e-services in the PA domain - and beyond. The main advantage of this corpus is that lexical and syntactic simplifications can be analysed and used in isolation. The lexically simplified corpus is also multi-reference (three different simplifications per original sentence). This is an ongoing effort and our final aim is to collect manual simplifications for the entire set of original sentences, with over 10K sentences.</p>

Corporatization, administrative intensity and the performance of public sector organizations
<p><span>The process of corporatization in public services has led to the emergence of new, more autonomous organizational forms. However, while these reforms have been centrally about the development of management capabilities in public sector organizations, we know surprisingly little about what this process involves. To address this concern, we draw on the literature on administrative intensity (AI) to frame hypotheses about the likely relationship between corporatization and investments in management and administration, and the consequences of these investments for performance. As an empirical case, we then focus on the effects of Foundation Trust status on AI and efficiency, effectiveness and responsiveness in the acute care hospital sector in the English NHS. Based on a database of nine years (2008/09–2016/17) and dynamic panel data regressions, the results show that corporatization leads to a leaner administration and improved organizational efficiency, effectiveness and responsiveness. In addition, the analysis reveals that lower levels of AI positively mediate the relationship between corporatization and performance, although only in relation to the efficiency </span><span>dimension</span><span>. These findings highlight the crucial, but previously misunderstood, importance of lean administration as part of the corporatization reform package, with implications for </span><span>theory, </span><span>research and policy.</span></p>

Industrial relations in central public administration: recent trends and features
<p>This report maps current developments in industrial relations systems in the central public administration secrtor across the Member States, covering all EU Member States except Croatia, which joined the EU in mid-2013. The report explores to what extent there is formal industrial relations processes within the sector, including the organisation of unions and employer representatives, and the role of collective bargaining and consultation. It also examines the specific features of the sector in terms of both industrial relations processes and worker outcomes and charts reforms that have been carried out since 2008: changes in collective bargaining and in the balance of negotiation versus unilateral imposition of change by the employer, and the responses of trade unions.
