Linking governance to a sustainable future. A study on the use of e-government service among undergraduate students in a Chinese Municipality

<p>The data describes the survey in the study.This study devotes to promoting the sustainability in smart governance field through e-government services. It seeks to understand the situation of e-government use in a special group of future generation: undergraduate students. In order to achieve this object, this research conducts a case study in Chongqing, China. Drawing upon data from a sample of 1046 respondents in 2019, the findings reveal that the way to interact with government via e-government is receiving by a wide range of undergraduate students. Additionally, the results witness a rise of social media in e-government services among young generation. Based on all these findings, it offers practical suggestions to the future development of e-government services in China.&nbsp;</p>

Data from: Migration and stress during reproduction govern telomere dynamics in a seabird

Changes in telomere length are believed to reflect changes in physiological state and life expectancy in animals. However, much remains unknown about the determinants of telomere dynamics in wild populations, and specifically the influence of conditions during highly mobile life-history stages, for example migration. We tested whether telomere dynamics were associated with migratory behaviour and/or with stress during reproduction in free-living seabirds. We induced short-term stress during reproduction in chick-rearing, black-legged kittiwakes (Rissa tridactyla), tracked winter migration with geolocators and measured telomere length before and after winter migration. We found that time spent at wintering grounds correlated with reduced telomere loss, while stress during reproduction accelerated telomere shortening. Our results suggest that different life-history stages interact to influence telomere length, and that migratory patterns may be important determinants of variation in an individual's telomere dynamics.

Data from: Gardeners of the forest: hornbills govern the spatial distribution of large seeds

<p>Seed dispersal by frugivores is vital to the maintenance of tree diversity in tropical forests. However, determining the influence of different frugivores over the distribution of their food plants is difficult, given the complexity of these interactions in the tropics. Consequently, most studies have been restricted to small scales, examining seed dispersal and establishment associated with nests, roosts or fruiting trees. Here, we evaluate the role of frugivorous hornbills in dispersing seeds at spatial scales of 1 ha. We monitored hornbills and seed rain at a tropical forest site in north-east India. We quantified the abundance of hornbill food plants and recruits of large-seeded plants. We estimated removal rates of dispersed, large seeds to determine post-dispersal seed fate. We found that the distribution of large-seeded canopy food plants influenced the distribution of the relatively abundant <i>Rhyticeros undulatus</i>. The overall distribution of hornbills resulted in spatially-contagious seed rain patterns for the large-seeded plant species. Patches with canopy food plants had a higher recruit diversity. Our results show a positive feedback between distribution of rare but important hornbill food plants, hornbills and distribution of seeds and saplings of large-seeded plants in the landscape. Widespread loss of hornbills due to hunting and habitat loss in the region, have likely disrupted these feedback mechanisms that are critical for tree species regeneration.</p>

Kompleksitas perubahan tersebut pada suatu sisi mendorong timbulnya kerja sama regional dalam berbagai bidang kehidupan, akan tetapi di lain pihak tidak mustahil menumbuhkan persaingan yang sangat tajam. Misalnya, pengalaman banyak negara menunjukkan bahwa tidak terlalu sulit untuk membina kerja sama dalam bidang-bidang tertentu, seperti bidang pelayanan, terutama apabila timbul persepsi bersama tentang kemungkinan timbulnya ancaman terhadap keamanan regional yang datang dari luar. Kerjasama di bidang sosial budaya &ndash; misalnya dalam bentuk pertukaran misi kebudayaan dan sejenisnya &ndash; juga merupakan hal yang lumrah terjadi. Artinya, banyak bidang sektor publik bersama pada gilirannya melahirkan suatu bentuk persetujuan kerjasama. Akan tetapi, ada juga bentuk-bentuk kebijakan publik yang menunjukkan adanya &ldquo;titik temu&rdquo; dan kepentingan bersama pada gilirannya melahirkan suatu bentuk sound governance dalam ilmu administrasi publik.</p>

<p>Pemerintahan Daerah di era new normal saat ini tidak lagi sekedar memindahkan sebagian besar kewenangan dari Pemerintah Pusat kepada Pemerintah Daerah tetapi juga membawa makna bagi kesejehteraan rakyat di daerah yang selama ini belum dapat diwujudkan. Di era normal ini, kesejahteraan rakyat akan terwujud apabila aksesibilitas birokrasi dapat menciftakan kebijakan publik yang berpihak pada rakyat. Hal tersebut menjadi penting, karena birokrasi pemerintah daerah di Indonesia lebih menyerupai model traditional bureaucratic authority. Selama ini dibawah sistem pemerintahan sentralisasi, birokrasi sangat dominan dalam menentukan segala aktivitas pembangunan yang menyebabkan rakyat menjadi apatis terhadap pelaksanaan pembangunan yang cenderung hanya sebagai objek. Namun, pada sistem desentralisasi saat ini birokrasi telah menempatkan rakyat lebih dominan dalam menentukan arah dan tujuan pembangunan khususnya dalam kontek penyelenggaraan otonomi daerah. Dalam pelaksanaan otonomi daerah diharapkan antara birokrasi dan rakyat berada dalam ruang hukum yang sama sehingga tidak berlaku teori zero sum game, penguatan pada sisi birokrasi dalam mengatasi krisis ekonomi dan kesehatan publik.</p>

Catalan Government Crawling

It has been obtained by crawling the .gencat domain and subdomains, belonging to the Catalan Government during September and October 2020. It consists of 39.117.909 tokens, 1.565.433 sentences and 71.043 documents. Documents are separated by single new lines. Non-adaptive evolutionary processes governed the diversification of a temperate conifer lineage after its migration into the tropics

<p class="western">Constructing phylogenetic relationships among closely related species is a recurrent challenge in evolutionary biology, particularly for long-lived taxa with large effective population sizes and uncomplete reproductive isolation, like conifers. Conifers further have slow evolutionary rates, which raises the question of whether adaptive or non/adaptive processes were predominantly involved when they rapidly diversified after migrating from temperate regions into the tropical mountains. Indeed, fine-scale phylogenetic relationships within several conifer genus remain under debate. Here, we studied the phylogenetic relationships of endemic firs (<i>Abies</i>, Pinaceae) discontinuously distributed in the montane forests from the Southwestern United States to Guatemala, and addressed several hypotheses related to adaptive and non-adaptive radiations. We derived over 80K SNPs from genotyping by sequencing (GBS) for 45 individuals of nine Mesoamerican species to perform phylogenetic analyses. Both Maximum Likelihood and quartets-inference phylogenies resulted in a well-resolved topology, showing a single fir lineage divided in four subgroups that coincided with the main mountain ranges of Mesoamerica; thus having important taxonomic implications. Such subdivision fitted a North-South isolation by distance framework, in which non-adaptive allopatric processes seemed the rule. Interestingly, several reticulations were observed within subgroups, especially in the central-south region, which may explain past difficulties for generating infrageneric phylogenies. Further evidence for non-adaptive processes was obtained from analyses of 21 candidate-gene regions, which exhibited diminishing values of <i>π</i><sub>a</sub>/<i>π</i><sub>s</sub> and <i>K</i><sub>a</sub>/<i>K</i><sub>s</sub> with latitude, thus indicating reduced efficiency of purifying selection towards the Equator. Our study indicates that non-adaptive allopatric processes may be key generators of species diversity and endemism in the tropics.</p>

Supplementary materials: Indirect effects of trophic interactions govern carbon circulation in two beech forest soil ecosystems

<p>1. Forests soils harbour a vast array of organisms that govern the processing of organic matter. Through their trophic interactions, they give rise to carbon flows that sustain soil ecosystem functioning. Understanding how soil food webs shape carbon flows may enhance our knowledge about the role of biodiversity on soil processes.</p> <p>2. In this work, we assembled trophic networks representing soil food webs of two beech forests during spring and autumn and compiled mass-balanced models quantifying carbon flows between their components. These models were investigated using network analysis to identify the role of the components on carbon flow, cycling and functional trophic relationships. Moreover, we explored how the structure of carbon exchanges promote efficiency and stability.</p> <p>3. Results indicate the importance of indirect interactions. Most trophic groups exhibit a diffuse dependency on all the compartments for their carbon requirement although certain groups such as Collembola play the role of hubs in distributing carbon. Indirect interactions often reverse the impacts of direct trophic relationships being antagonistic to the direction of change predicted based on predator-prey interactions. The high incidence of generalist feeding habits increases the redundancy of energy channels thereby making such food webs more resilient against perturbations but at the expense of carbon transfer efficiency.</p> <p>4. Although differences can be observed across sites and periods, food web structure rather than environmental variability seems to be the main factor responsible for patterns of carbon flows in the two beech forests.</p>
