Differential equity in access to public and private coastal infrastructure in the Southeastern United States

<p>Despite the ubiquity of coastal infrastructure, it is unclear what factors drive its placement, particularly for water access infrastructure (WAI) that facilitates entry to coastal ecosystems such as docks, piers, and boat landings. The placement of WAI has both ecological and social dimensions, and certain segments of coastal populations may have differential access to water. In this study, we employed an environmental justice framework to assess how public and private WAI in South Carolina, USA is distributed with respect to race and income. Using publicly available data from state agencies and the US Census Bureau, we mapped the distribution of these structures across the 301 km of the South Carolina coast. Using spatially explicit analyses with high resolution, we found that census block groups with lower income contain more public WAI, but racial composition has no effect. On the other hand, private docks showed the opposite trends, as the abundance of docks is significantly, positively correlated with census block groups that have greater percentages of White residents, while income has no effect. Under a "need-based" model of equity, we argue that WAI are not equitably distributed in South Carolina and constitute an environmental justice issue. We contend that the racially unequal distribution of docks is likely a consequence of the legacy of Black land loss, especially of waterfront property, throughout the coastal Southeast over the past half-century. Knowledge of racially inequitable distribution of WAI can guide public policy to rectify this imbalance and support advocacy organizations working to promote public water access.  Our work also points to the importance of considering race in ecological research, as the spatial distribution of coastal infrastructure both directly affects ecosystems through the structures themselves and regulates which groups access water and what activities they can engage in at those sites.</p>

MODUS is a model calibrated by the public regional road and transport authority (DRIEAT &Icirc;le de France) to simulate road traffic and transit in the region. Machine Learning Enabled Multi-Radio Access Technology Selection in 5G Networks

<p>In this paper, we present a machine learning algorithm for effective RAT selection in 5G networks by considering the geo-location (latitude and longitude) of the user as well as the received signal strength intensity (RSSI) from the base station as basic parameters, real live data from a 5G network base-station were collated, divided into training and testing data-sets, the training data-sets (input) were used to train models of supervised machine learning classification algorithm: Decision Tree (DT), Extra Tree (XTREE), Random Forest (RF), Gradient Boosting (GB), and eXtreme Gradient Boosting (XGBoost); these trained models are further tested with input test data-sets to predict/select the appropriate RAT (4G/5G) as labelled output. Evaluation of results showed a measure of accuracy of our chosen model of RAT selection; (XGBoost) at optimal level 93.86\%, which was further cross validated at 92.9\% when compared with other algorithms for its effectiveness on future data and mitigation ability on over-fitting and under-fitting issues, hence recommended for planning and optimization purposes in similar urban/dense-urban environment to assist in maintaining the rapidly increasing demand of network connections and devices.</p>

Data from: The State of OA: A large-scale analysis of the prevalence and impact of Open Access articles

<p>This is the raw data behind the publication: </p> <p><strong>The State of OA: A large-scale analysis of the prevalence and impact of Open Access articles.</strong></p> <p>Despite growing interest in Open Access (OA) to scholarly literature, there is an unmet need for large-scale, up-to-date, and reproducible studies assessing the prevalence and characteristics of OA. We address this need using oaDOI, an open online service that determines OA status for 67 million articles. We use three samples, each of 100,000 articles, to investigate OA in three populations: 1) all journal articles assigned a Crossref DOI, 2) recent journal articles indexed in Web of Science, and 3) articles viewed by users of Unpaywall, an open-source browser extension that lets users find OA articles using oaDOI. We estimate that at least 28% of the scholarly literature is OA (19M in total) and that this proportion is growing, driven particularly by growth in Gold and Hybrid. The most recent year analyzed (2015) also has the highest percentage of OA (45%). Because of this growth, and the fact that readers disproportionately access newer articles, we find that Unpaywall users encounter OA quite frequently: 47% of articles they view are OA. Notably, the most common mechanism for OA is not Gold, Green, or Hybrid OA, but rather an under-discussed category we dub Bronze: articles made free-to-read on the publisher website, without an explicit Open license.  We also examine the citation impact of OA articles, corroborating the so-called open-access citation advantage: accounting for age and discipline, OA articles receive 18% more citations than average, an effect driven primarily by Green and Hybrid OA. We encourage further research using the free oaDOI service, as a way to inform OA policy and practice.</p>

<p>This is the raw data behind the publication (on PeerJ Preprints):</p> <p><strong>Open access levels: a quantitative exploration using Web of Science and oaDOI data</strong></p> <p>Across the world there is growing interest in open access publishing among researchers, institutions, funders and publishers alike. It is assumed that open access levels are growing, but hitherto the exact levels and patterns of open access have been hard to determine and detailed quantitative studies are scarce. Using newly available open access status data from oaDOI in Web of Science we are now able to explore year-on-year open access levels across research fields, languages, countries, institutions, funders and topics, and try to relate the resulting patterns to disciplinary, national and institutional contexts. With data from the oaDOI API we also look at the detailed breakdown of open access by types of gold open access (pure gold, hybrid and bronze), using universities in the Netherlands as an example. There is huge diversity in open access levels on all dimensions, with unexpected levels for e.g. Portuguese as language, Astronomy &amp; Astrophysics as research field, countries like Tanzania, Peru and Latvia, and Zika as topic. We explore methodological issues and offer suggestions to improve conditions for tracking open access status of research output. Finally, we suggest potential future applications for research and policy development. We have shared all data and code openly.</p>

Dogs do not use their own experience with novel barriers to infer others' visual access

<p>Despite extensive research into the Theory of Mind abilities in nonhuman animals, it remains controversial whether they can attribute mental states to other individuals or whether they merely predict future behaviour based on previous behavioural cues. In the present study, we tested pet dogs (in total, N=92) on adaptations of the "goggles test" previously used with human infants and great apes. In both a cooperative and a competitive task, dogs were given direct experience with the properties of novel screens (one opaque, the other transparent) inserted into identical, but differently coloured, tunnels. Dogs learned and remembered the properties of the screens even when, later on, these were no longer directly visible to them. Nevertheless, they were not more likely to follow the experimenter's gaze to a target object when the experimenter could see it through the transparent screen. Further, they did not prefer to steal a forbidden treat first in a location obstructed from the experimenter's view by the opaque screen. Therefore, dogs did not show perspective-taking abilities in this study in which the only available cue to infer others' visual access consisted of the subjects' own previous experience with novel visual barriers. We conclude that the behaviour of our dogs, unlike that of infants and apes in previous studies, does not show evidence of experience projection abilities.</p>
