<p>There are many developed cooperative systems composed of very simple agents that at the system&rsquo;s level are considered intelligent. Yang, Galis, Guo, and Liu (2003) presented an intelligent cooperative mobile multiagent system composed of simple reactive agents. The mobile agents are specialized in a computer network administration. They are endowed with knowledge retained as a set of rules which describe network administration tasks. The multiagent system could be considered intelligent based on the fact that it simulates the behavior of a human network administrator. In some cooperative systems, the member agents can organize themselves into cooperative coalitions/groups. Each coalition being able to solve cooperatively problems. Iantovics and Zamfirescu (2013) presented such an adaptive cooperative multiagent system, able to reorganize autonomously the coalitions in order to solve more intelligently problems. The biological and artificial intelligence are by a completely different type (Figure 5). Recently, the biological intelligence is the source of inspiration for the development of many intelligent artificial systems and different problem-solving algorithms.</p>

The landscape of open access in Africa

<p>This project is a continuation from this previous project stored here (https://zenodo.org/record/817600#.W5DGy359hyU). It was based on the following keywords:</p> <p>&quot;Open Access&quot; OR &quot;Institutional Repository&quot; OR &quot;Self-archiving&quot; OR &quot;Green OA&quot; OR &quot;Gold OA&quot; AND Africa</p> <p>We used Web of Science database provided by The University of Sydney in Sep 6 2018. There were 3986 docs, but it decreased to 3976, presumably due to bad records when we imported it to Jabref Ref Manager. We export the dataset in to CSV and RIS for easy use.</p>

Verlage und Open Access. Ergebnisse einer Umfrage unter wissenschaftlichen Verlagen in Deutschland, Österreich und der Schweiz.

<p>Im Rahmen einer Umfrage zum Thema &bdquo;Verlage und Open Access&ldquo; kontaktierten wir im Mai/Juni 2018 82 wissenschaftliche Verlage in Deutschland, &Ouml;sterreich und der Schweiz, um einen &Uuml;berblick &uuml;ber deren Einsch&auml;tzungen bez&uuml;glich Open Access, &uuml;ber Erfahrungen, Angebote und &Uuml;berlegungen zu erhalten. Ziel war es, die Positionen wissenschaftlicher Verlage besser kennen zu lernen und damit einen Beitrag zu einem besseren Austausch zwischen Verlagen, Bibliotheken und anderen Stakeholdern zu leisten.</p> <p>Dazu wurden in 33 Fragen die Nachfrage von AutorInnen bez&uuml;glich Open-Access-Angeboten, Herausforderungen und Chancen durch Open Access aus Verlagssicht und der Investitionsbedarf f&uuml;r eine Umstellung auf Open Access ebenso erhoben wie die Einstellung der Verlage zur Zweitver&ouml;ffentlichung wissenschaftlicher Publikationen, Einsch&auml;tzungen zu Entwicklungen im Bereich des wissenschaftlichen Publizierens und die m&ouml;gliche zuk&uuml;nftige Rolle von Verlagen.</p> <p>In May and June 2018 we contacted 82 scholarly publishers in Germany, Austria and Switzerland for a survey on the subject of &quot;Publishers and Open Access&quot; in order to obtain an overview of their opionins on Open Access, their experiences, offers and considerations. Our aim was to find out more about the positions of scholarly publishers and thus contribute to a better exchange between publishers, libraries and other stakeholders.</p> <p>To this end, we asked 33 questions on the demand of authors for Open Access offers, the challenges and opportunities related to Open Access from the publishers&#39; point of view and the investment requirements for a Transition to Open Access, as well as on the attitude of publishers to the self-archiving of scholarly publications, assessments of developments in the field of scholarly publishing and the possible future role of publishers.</p>

Everyday risks and access to water and sanitation in Lilongwe urban and peri-urban areas

<p>The household survey INHAbIT Cities - UNHIDE (Investigating Natural, Historical and Institutional Transformations in Cities &nbsp;and&nbsp;Uncovering Hidden Dynamics in Slum Environments)&nbsp;focuses on urban risks and sanitation in Lilongwe. The aim was to&nbsp;assess&nbsp;access to basic services and risks&nbsp;perception of urban dwellers living&nbsp;in areas characterised by different conditions of access to water and sanitation and other basic services. Lilongwe was a small town of less than 20,000 inhabitants in 1966 and only started growing after it became the capital in 1975. Its&nbsp;population has reached approximately 1 million inhabitants, living in 58 administrative units, called areas. Infrastructures and service provision is concentrated in the&nbsp;central areas&nbsp;&ndash;&nbsp;where parliament, ministries, government offices, embassies, hotels and the commercial area were located - &nbsp;while low income areas suffer the most from infrastructure and basic services deficits. To illustrate,&nbsp;while some areas access water through in-house connections, others are served through water kiosks, characterised (in some areas) by high rates of discontinuity. Molecular Biology Open Access Pubmed Word and Sentence Representations

<p><strong>Natural Language&nbsp;Embeddings about Molecular Biology</strong></p> <p>This dataset is concerned with developing a tailored training data set for word and sentence embedding based on biomedical text that has some component associated with molecular work (as opposed to the other range of work indexed in PubMed like non molecular clinical work, studies of human behavior, etc).&nbsp;&nbsp;</p> <p><strong>Raw Data</strong></p> <p>In order to develop natural language&nbsp;embeddings (for words and sentences), we queried PMC and MEDLINE for molecular papers only by using high-level MeSH terms to restrict interest to papers with a molecular focus. Open access data for 2-year percutaneous osseointegrated implants - A sheep model

<p>Percutaneous osseointegrated <strong>(OI)</strong> devices for amputees are metallic endoprostheses, surgically implanted into the residual bone that protrude through the skin, allowing attachment of an exoprosthetic. In contrast to standard socket-type systems, these percutaneous OI devices can provide an improved prosthetics attachment platform. However, bone adaptations, which include atrophy and/or hypertrophy along the extent of the host bone-endoprosthetic interface, are known clinical outcomes and are dependent upon the load transfer region of the device to the host bone. The goal of this study was to determine if a percutaneous OI device, designed with a porous coated distal region and a collar, could promote and maintain stable bone attachment. A total of eight, 18 to 24-month old, mixed-breed sheep were surgically implanted with a percutaneous OI device. For 24-months, animals were allowed to bear weight as tolerated and monitored for signs of bone remodelling. At necropsy, the endoprosthesis and the surrounding tissues were harvested, radiographically imaged, and histomorphometrically analyzed to determine the periprosthetic bone adaptation in five animals. Bone growth into the porous coating was achieved in all five animals. Serial radiographic data showed stress-shielding related bone adaptation based on the placement of the endoprosthetic stem. When collar placement achieved end-bearing against the transected bone, distal bone conservation/hypertrophy was observed. The results supported the use of distally porous coated percutaneous OI devices for distal load-transfer and host bone maintenance.</p>

The adoption of Article Processing Charges as a business model by Brazilian Open Access journals. <em>Transinforma&ccedil;&atilde;o</em>, 31:e180045, 2019. <a href="https://doi.org/10.1590/2318-0889201931e180045">https://doi.org/10.1590/2318-0889201931e180045</a></p> <p>Different funding and business model alternatives for Open Access to scientific publication have been discussed and tried, either by Gold open access journals or by the &lsquo;hybrid&rsquo; ones. A growing number of both types of scholarly journals have adopted a publication fee &ndash; more specifically an Article Processing Charge &ndash; as their open access business model, a procedure that has been the subject of controversies. The objective of this study is to characterize Brazilian open access journals that adopt article processing charges. The main contribution of this study is to audit and support decision making of editorial policies and business models for open access that are being proposed by and for Brazilian journals. We defined a sample of Brazilian open access journals using article processing charges extracted from the Directory of Open Access Journals database in April 2018 along with their classification in the Scimago Journal Ranking, Journal Citation Reports and Qualis Capes system, considered as an indicator of prestige of academic journals. The study reveals that a small number of Brazilian open access journals are currently applying article processing charges, with practices varying mainly according to fields of study, types of organization and classification according to the Qualis system.</p>

<p>This dataset, which was created by merging data from CrossRef, CORE, and Mendeley, contains metadata for over 800 thousand publications published between 2013 and 2018. The dataset was used to study how much time does it take for authors to deposit their articles in Open Access repositories in relation to when these articles were published. LIBER 2019 Workshop. Open Access books in academic libraries – how can we adapt workflows and cost management to an open scholarly communications landscape?

<p>This dataset includes all the results from a workshop held at the LIBER Annual Conference 2019 on June 26, 2019, in Dublin, Ireland. The workshop aimed at collecting and discussing current library practices related to open access books.</p> <p>The dataset includes information from a survey made in preparation for the conference, where 67 European libraries responded to a questionnaire based on activities or workflows in libraries related to open access books. Both the survey questionnaire and the results from the survey are uploaded as separate files.</p> <p>The dataset also includes the presentation&nbsp;made by keynote speaker Eelco Ferwerda from the OAPEN Foundation. He presented results based on the 2017 landscape study report on open access monographs with some new results from more recent studies by Springer Nature and a follow-up report by Knowledge Exchange.</p> <p>Olaf Siegert from ZBW -&nbsp;Leibniz Information Centre for Economics presented a brief overview of what libraries can do to promote OA books in terms of collection management, publication services and development of staff and organisation. The conclusion is that it is not necessarily big changes that are needed.</p> <p>Sofie Wennstr&ouml;m presented results from a survey aimed at&nbsp;European research libraries on behalf of the LIBER Open Access Working Group. The survey reveals that many libraries are already working with processes to promote OA books. This is done by libraries organising publishing services or inhouse publishing, by including OA books in discovery services and repositories and by supporting authors to learn more about open access and open licensing.</p> <p>Finally, the LIBER Open Access Working Group shares a report from the workshop providing some quick takeaways and some good examples brought up during the breakout session with the workshop participants.</p>

Most popular scholarly works in the English Wikipedia and their transition to open access

<p>Following the release of &quot;The future of OA&quot; by Piwowar, Priem, Orr (2019), interest has grown on how to accelerate the share of scholarly works consultations which meet an open access record.</p> <p>Based on download patterns for over 23 million DOIs in 2017, released by Elbakyan (2018), we found that the 1 million most downloaded DOIs accounted for over 30 % of the total downloads. Of these 1 million DOIs, over 50 thousands (5 %) were previously identified as cited on the English Wikipedia and not open access (Leva 2018). Of these, 2440 DOIs are now open access according to the Unpaywall API as of 2019-10-25: a list of the corresponding OA URL and host type is enclosed, showing that 34 % became OA at the publisher while 66 % were made OA by a repository. The newly OA works were hosted at over 400 domains of which over 300 repositories, but the top 10 repositories accounted for a large portion of the works, with the top 3 repositories accounting for over 40 % of the newly found green open access DOIs.</p> <p>Part of the newly OA works were just false negatives in Unpaywall in 2018, but a small manual sample shows that most are truly new deposits. Works from 2017 can be expected to be over-represented in the sample given that they were probably the most popular downloads of 2017 and could have been under embargo in 2018 when the previous measure of open access status was made.</p>

Galvanising the Open Access Community: A Study on the Impact of Plan S - Data and Code

<div> <div> <div> <div> <p>This repository contains the datasets and code underpinning <em>Chapter 3 "Counterfactual Impact Evaluation of Plan S"</em> of the report <em>"Galvanising the Open Access Community: A Study on the Impact of Plan S"</em> commissioned by the cOAlition S to scidecode science consulting.</p> <p>Two categories of files are part of this repository:</p> <p><strong>1. Datasets&nbsp;<br></strong></p> <p>The 21 CSV source files contain the subsets of publications funded by the funding agencies that are part of this study. These files have been provided by <em>OA.Works</em>, with whom scidecode has collaborated for the data collection process. Data sources and collection and processing workflows applied by <em>OA.Works</em> are described on their website and specifically at&nbsp;<a href="https://about.oa.report/docs/data">https://about.oa.report/docs/data</a>.</p> <p>The file "plan_s.dta" is the aggregated data file stored in the format ".dta", which can be accessed with <em>STATA </em>by default or with plenty of programming languages using the respective packages, e.g., <em>R</em> or <em>Python</em>.&nbsp;</p> <p><strong>2.
