Assessing the effectiveness of a forest Habitat Conservation Plan for a threatened seabird, the marbled murrelet

Habitat Conservation Plans (HCPs) commonly facilitate habitat conservation on private land in the United States, yet the effectiveness of individual HCPs is rarely evaluated. Here, we assess the effectiveness of a high-profile HCP created by a lumber company to protect old-growth forest used for breeding by Marbled Murrelets (Brachyramphus marmoratus) on private land. We used 17 years of HCP-monitoring data to compare trends in murrelet occupancy and inland counts between private HCP areas and public reference areas over time. Based on occupancy models applied to audio-visual survey data, average occupancy was higher in public reference areas (0.85; 85% CI: 0.79-0.90) than in private HCP areas (0.46; 85% CI: 0.38-0.54). Numerically, trends in occupancy were slightly positive in public areas (λ=1.01; 85% CI: 0.94-1.08) and slightly negative in private areas (λ=0.97; 85% CI: 0.87-1.06), but confidence intervals did not preclude stable occupancy on both ownerships. Based on generalized linear mixed models applied to inland radar survey data, murrelet counts in private HCP areas (LS mean=8.7; 85% CI: 6.2-12.2) were lower than those in public reference areas (LS mean=14.8; 85% CI: 10.1-21.7), but confidence intervals overlapped. Murrelet counts declined by 12-17% annually on both ownerships over the study period based on the top model, but a closely competing interactive model suggested more rapid declines in public reference (14-20%) than in private HCP (10-15%) areas. Both models indicated that murrelet counts were negatively related to sea surface temperature, suggesting that warm ocean conditions negatively affect murrelet breeding effort. Collectively, these results suggest that while HCP habitat may be lower quality than public reference areas, the HCP has likely not exacerbated ongoing declines of murrelets in the region. This work highlights the importance of including reference areas when evaluating conservation policies.

Data to D3.1 - Policy design for the transition to circular economy –assessing the inclusion of water and territory in national action plans

This policy paper is part of Project Ô −Demonstration of planning and technology tools for a circular, integrated, and symbiotic use of water, and of WP3 dedicated to the Integrated water management, planning and CE. Itassesses the integration of water and landrelated issues in national CEaction plans of a set of European Union (EU)member states. So far, only two countries associated to the Project Ô demo-sites have a CEaction plan, namely Spain and Italy. This paper also covers a set ofother EU countries enlarging the scope of the analysis.Itis structured into four sections. Section 1 describes the problem and challenges. Section 2 identifies the European policy approach for CEand questions how water and landrelated issues are considered. Section 3 assesses how these concerns have been taken into account in a large set of EU member states CEaction plans. Section 4 suggests a set of policy recommendations for policy design of CEplans regarding water and landrelated issues.

Data underlying the publication Development and implementation of a risk assessment tool for broiler farm biosecurity and a health intervention plan in the Netherlands, Greece, and Cyprus

Introduction

Preventing pathogens from entering and spreading on farms is the first step in reducing health problems.
For this study a BiosEcurity Assessment Tool was developed to identify strengths and weaknesses in biosecurity on broiler farms,
which was used as a starting point to formulate tailor-made health plans to improve broiler health and reduce antimicrobial use.

Measurements and data collection

Farms were divided into 3 separate areas according to associated biosecurity risk; high disease risk external areas (red zone), medium risk service areas (orange zone),
and the clean and highly secure access-restricted green zone. In the Netherlands, Cyprus, and Greece, 13, 15, and 7 broiler houses were monitored for 4 production cycles (2 preintervention and 2 postintervention cycles).
At the start of the study the BiosEcurity Assessment Tool assessment was performed and a health plan was made in consultation with the veterinarian.
After the second cycle a start was made with the implementation of the health plan.
