Behaviour-based large-scale planning Fleet Management System Evaluation
<p>This dataset was generated within the SafeLog project while evaluating the performance of a decentralized Fleet Management System (MARS). MARS attempts to find a solution to the multi-agent path finding problem in a decentralized manner, by representing each component as an autonomous agent. We compared the results of a large set of routing assignments within a benchmarking environment to a centralized planner, with respect to the goodness of the resulting routes as well as the computation time. The results can be found in the "MARS" directory within the dataset.</p> <p>We further investigated ROS 2 as a potential framework for an upcoming iteration of the software. To that end, an abstraction of the architecture was built in ROS and ROS 2, in order to compare the communication overhead in the context of a very large number of nodes. The results of this can be found in the "ROS" directory.</p> <p> </p> <p>Please refer to the README.md for further explanation.</p>
Data from: Evaluating population viability and efficacy of conservation management using integrated population models
Predicting population responses to environmental conditions or management scenarios is a fundamental challenge for conservation. Proper consideration of demographic, environmental and parameter uncertainties is essential for projecting population trends and optimal conservation strategies. We developed a coupled integrated population model-Bayesian population viability analysis to assess the (1) impact of demographic rates (survival, fecundity, immigration) on past population dynamics; (2) population viability 10 years into the future; and (3) efficacy of possible management strategies for the federally endangered Great Lakes piping plover Charadrius melodus population. Our model synthesizes long-term population survey, nest monitoring and mark–resight data, while accounting for multiple sources of uncertainty. We incorporated latent abundance of eastern North American merlins Falco columbarius, a primary predator of adult plovers, as a covariate on adult survival via a parallel state-space model, accounting for the influence of an imperfectly observed process (i.e. predation pressure) on population viability. Mean plover abundance increased from 18 pairs in 1993 to 75 pairs in 2016, but annual population growth (math formula) was projected to be 0.95 (95% CI 0.72–1.12), suggesting a potential decline to 67 pairs within 10 years. Without accounting for an expanding merlin population, we would have concluded that the plover population was projected to increase (math formula = 1.02; 95% CI 0.94–1.09) to 91 pairs by 2026. We compared four conservation scenarios: (1) no proposed management; (2) increased control of chick predators (e.g. Corvidae, Laridae, mammals); (3) increased merlin control; and (4) simultaneous chick predator and merlin control. Compared to the null scenario, chick predator control reduced quasi-extinction probability from 11.9% to 8.7%, merlin control more than halved (3.5%) the probability and simultaneous control reduced quasi-extinction probability to 2.6%. Synthesis and applications. Piping plover recovery actions should consider systematic predator control, rather than current ad hoc protocols, especially given the predicted increase in regional merlin abundance. This approach of combining integrated population models with Bayesian population viability analysis to identify limiting components of the population cycle and evaluate alternative management strategies for conservation decision-making shows great utility for aiding recovery of threatened populations.
Evaluation of the administrative management model in a municipality in Peru, incorporating the Intelligent Organization Theory
<p><strong>Background:</strong> This study begins with the analysis of the current management models and their degree of effectiveness in municipal administration. Its aim is to design an administrative management model that enables effective administration in the District Municipality of Nueva Cajamarca, Peru, based on the theory of intelligent organizations.</p><p><strong>Method: </strong>The research type employed in this study is diagnostic-propositional, utilizing both deductive and inductive methods, in alignment with a mixed-method approach and a non-experimental nature of the study. Data was collected from three distinct populations, including the 189 municipal employees engaged in administrative roles, who were subjected to a 50-question survey. This survey aimed to assess their perceptions regarding the current management model and its relationship with administrative effectiveness. Additionally, interviews were conducted with three experts to gain deeper insights into the behavior of the variables under investigation.</p><p><strong>Results: </strong>Finally, documentary information about the management models currently in use was collected. This facilitated the triangulation of data collection, processing, analysis, and inferences from three sources of information. The results reveal a positive, direct, and significant correlation between the management model and administrative effectiveness. It becomes evident that the current management model is deficient, resulting in a low level of administrative effectiveness</p><p><strong>Conclusion: </strong></p><p>The management model based on the theory of intelligent organizations was validated using a rubric by experts in effective management. The main pillars of this model include transformational leadership, structural change, and cultural change.</p>

eDNA quantification to evaluate bullfrog management
<p><span>Biological invasions contribute now more than ever to the global homogenization of fauna and flora. Large-scale monitoring programs are therefore needed to detect incipient invasions and to evaluate management interventions. As conventional monitoring methods are constrained by large costs, environmental DNA (eDNA)-based methods are increasingly recognized as valuable monitoring tools. However, accurately estimating species abundance from eDNA concentrations in natural systems remains challenging and consequently hinders their integration in management applications. Here, we used droplet digital PCR (ddPCR) in eDNA surveys to estimate the abundance of invasive American bullfrogs (<em>Lithobates catesbeianus</em>). We first introduced bullfrog tadpoles in natural ponds to assess the relationship between abundances and eDNA concentrations under field conditions. Next, we combined eDNA sampling with fyke netting in naturally colonized ponds to investigate whether bullfrog eDNA concentrations can estimate bullfrog capture success and conventional abundance measures obtained via depletion sampling. Finally, we evaluated eradication measures by comparing bullfrog eDNA concentrations before and after fyke netting. We found a strong linear relationship between the numbers of introduced tadpoles and eDNA concentrations (r<sup>2</sup> = 0.988). Bullfrog eDNA concentrations were not only linearly related to the catch-per-unit-effort (r<sup>2 </sup>= 0.739), but also to conventional abundance estimates (r<sup>2</sup> = 0.716), particularly when eDNA concentrations were standardized for pond area (r<sup>2</sup> = 0.834) and volume (r<sup>2 </sup>= 0.888). Bullfrog tadpoles were only captured when eDNA concentrations exceeded 1.5 copies µL<sup>-1</sup>, indicating that quantitative eDNA analyses enable the localization of breeding ponds. We found a significant reduction in eDNA concentrations after fyke netting proportional to the number of captured bullfrogs. These results demonstrate that eDNA quantification is a reliable tool that accurately estimates bullfrog abundance in natural lentic systems. We show that quantitative eDNA analyses can complement the toolbox of natural resource managers and facilitate the coordination of eradication campaigns targeting alien invasive species.</span></p>
Evaluating how management policies affect red wolf mortality and disappearance (1987-2020)
<p>We analyzed data acquired from the USFWS Red Wolf Recovery Program (hereafter 'Recovery Program') on radio-marked (hereafter collared), monitored red wolves (i.e., within the NC recovery area). The Recovery Program data include the monitoring history for all collared and monitored adult red wolves released to the wild since the beginning of releases in 1987 to March 1, 2020; n=526. The Recovery Program survival dataset contains the following individual covariates employed in our analyses: endpoint (i.e., final wolf fate by cause of death or disappearance [lost-to-follow-up, LTF]), capture date (beginning of monitoring), and date of endpoint (end of monitoring). The dataset also provided data on sex and other individual covariates not used for our study and hence not described. For recovered wolf carcasses, cause of death was estimated by USFWS using standard methods following necropsy and radiography. Agency removal occurred when a red wolf was captured and removed permanently (lethally or not) from the NC population, generally because the wolf was considered a problem animal by USFWS but also some wolves were removed to supplement other wild populations (n=5). The LTF endpoint occurred when a wolf in the wild disappeared from monitoring because the affixed radio-collar stopped functioning due to either mechanical/battery failure or tampering/destruction by external causes including humans.</p> <p>We reclassified the marked animals' fates obtained from the Recovery Program survival data into the following mutually-exclusive endpoints, following previous studies: agency removals (lethal or not, by agency personnel; n=40, 7.6%), collision (trauma by vehicle(s); n=68, 12.9%), reported poached (n=150, 28.5%), nonhuman (unrelated to humans; e.g., disease, intraspecific strife, n=66, 12.5%), and unknown (unable to discern cause of death in necropsy; n=82, 15.6%). We include LTF (disappeared individuals; n=117, 22.2%) as one of multiple mutually-exclusive endpoints.</p> <p>We estimated the time between collaring (capture date) and endpoint in days (t) for each red wolf (n=526) in our dataset. We calculated time collared (t) differently for surviving, dead, removed to captivity and LTF endpoints, following previous studies. For our mortality endpoints, we estimated t for wolves monitored by telemetry until death. For wolves relocated to captivity, we used the date of final removal to captivity by agency action. For LTF wolves, we used the last date of telemetry contact. We censored any wolves who were alive at the end of our study period (March 1, 2020, n=3 wolves).</p> <p>In our study, we exploit the complementarity of both models: our joint stratified Cox model allowed us to test the hypothesis that our management covariates affected the rate of occurrence (i.e., hazard) of specific endpoints, and endpoint-specific FG models allowed us to test if and how much these same covariates affected the probability and incidence of said endpoints.</p>

<p>Best management practices are often written by researchers to guide land managers and landowners in the creation of habitat for wildlife species of interest. These documents are based on research evaluating the habitat needs of a species, but also describe tools and strategies managers can implement to create or restore desired conditions. Shrub and sapling shearing is a management practice often used to improve habitat for early-successional species, yet little monitoring or research has focused on wildlife response to shearing. The goal of this research was to formally evaluate the effect of shrub and sapling shearing as a best management strategy for Golden-winged Warbler (<em>Vermivora</em> <em>chrysoptera</em>) conservation at a regional scale. Specifically, we surveyed for male Golden-winged Warblers during the breeding season in sheared sites and untreated reference sites across portions of the western Great Lakes to assess the effects of 1) management status (i.e., sheared aspen or alder vs un-treated sites), and 2) the patch-level vegetation characteristics on male abundance. We found that male Golden-winged Warbler abundance was twice as high in sheared sites than in mature reference sites and peaked when sapling cover was ~40%. Male abundance was also negatively associated with percent cover of forbs and non-vegetated ground. These findings highlight the importance of patch-level heterogeneity when implementing shearing treatments for Golden-winged Warblers, and demonstrate the potential need for pre-treatment site assessments to help focus conservation efforts for this species. Ultimately, our results support the use of a site-specific, nuanced approach to shearing implementation to maximize cost efficiency and desired species outcomes.</p>
Evaluating livestock farmers' knowledge, beliefs, and management of arboviral diseases in Kenya
<p>Globally, arthropod-borne virus (arbovirus) infections continue to pose substantial threats to public health and economic development, especially in developing countries. In Kenya, although arboviral diseases (ADs) are largely endemic, little is known about the factors influencing livestock farmers' knowledge, beliefs, and management (KBM) of the three major ADs: Rift Valley fever (RVF), dengue fever and chikungunya fever. This study evaluates the drivers of livestock farmers' KBM of ADs from a sample of 629 respondents selected using a three-stage sampling procedure in Kenya's three hotspot counties of Baringo, Kwale, and Kilifi. </p>
