Volunteers in Public Service Production: Modeling the Contributions of Volunteers to Organizational Performance

Volunteer use is an alternative service delivery arrangement in which public organizations directly involve volunteers in service production through a quasi-employment relationship. However, research evaluating the contributions of volunteer labor to organizational performance is relatively few. This article fills this gap by drawing from two theoretical insights. First, we test a linear model based on the traditional human resource management approach of interchangeability in which volunteers constitute a one-on-one substitute for paid employees. Second, we draw insight from critical mass theory to test a nonlinear model based on the assumption that the productivity of one volunteer may not be equal to that of one paid employee due to the systematic limitations of volunteer labor. Analyzing a large-N panel dataset of law enforcement agencies in the United States that utilize sworn volunteers with general arrest powers, the findings indicate that an increase in the number of sworn volunteers has a linear negative effect on clearing violent crimes in sheriffs' offices. However, we also find some evidence that volunteer use displays curvilinear effects on clearing violent crimes in police departments. This article suggests the need to account for the systematic limitations of volunteer labor when measuring performance and to explore multiple indicators. This study contributes to theory building and testing by enabling a two-way understanding of the relationship between volunteer involvement and organizational performance in the public sector.

Factors associated with patient satisfaction towards pharmacy services among out-patients attending public health clinics: Questionnaire development and its application

Introduction: Patient satisfaction is widely used to measure quality of healthcare by identifying potential areas for improvement.

Aim of study is to assess patient satisfaction towards pharmacy services and its associated factors using newly developed questionnaire among outpatients attending public health clinics.

Materials and Methods: Public Health Clinic Patient Satisfaction Questionnaire (PHC-PSQ) towards pharmacy services was developed using exploratory factor analysis and Cronbach's α. A cross-sectional study was conducted among 400 patients visiting the pharmacy in three randomly selected public health clinics recruited via systematic random sampling. Data was collected using a set of questionnaire including PHC-PSQ. Factors associated with patient satisfaction was analysed using multiple linear regression.

Results: Final PHC-PSQ consisted of three domains (administrative competency, technical competency and convenience of location) and 22 items with 69.9% total variance explained. Cronbach's α for total items was 0.96. Total mean score for patient satisfaction was 7.56 (SD 1.32). Older age and higher education were associated with lower patient satisfaction mean score. Patients who had visited the pharmacy more than once in the past three months, perceived to be in better health status and had a more correct general knowledge of pharmacists expressed higher patient satisfaction mean score.

Conclusions: PHC-PSQ is a newly developed tool to measure patient satisfaction towards pharmacy services in public health clinics in Malaysia. Patient satisfaction was relatively high. Age, education, frequency of visit, self-perceived health status and general knowledge of pharmacists were factors significantly associated with patient satisfaction.

Data of subjective poverty, public services supply, and livelihood capital

Poverty is not only an economic problem but also a social problem, and there are certain limitations of objective poverty based on the population's income. It does not reflect the residents' true feelings regarding education opportunities, pension and medical security, and participation in decision-making. Researchers have studied it intensively in different objective dimensions of Chinese poverty, and little attention has been paid to subjective poverty. This study analyzes how public services supply, livelihood capital, and livelihood strategies affect subjective perceptions of poverty.

Study of the medical service efficiency of county-level public general hospitals based on medical quality constraints: A cross-sectional study

Objectives: Since the new medical reform in 2009, county-level hospitals in China have achieved rapid development, but health resource waste and shortage issues still exist.

Design: We applied the Meta-frontier and SBM-undesirable(Slacks-based Measurement-undesirable) DEA(Data Envelopment Analysis) model to measure the medical service efficiency with or without medical quality constraints of the county-level public general hospitals (CPGHs). The assessment includes four inputs, three desirable outputs, and one undesirable output. We conducted the assessment via Max-DEA V.8.19 software. Moreover, we analyze the factors affecting CPGHs' medical service efficiency based on the FRM model.

Setting: A total of 77 sample CPGHs were selected from Shanxi province in China from 2013 to 2018.

Results: The results of this study showed that the efficiency level of county-level public hospitals in Shanxi Province is relatively low overall (the mean value of efficiency is 0.61 without quality constraints and 0.63 under quality constraints). This showed that ignoring medical quality constraints will result in lower efficiency and lower health resource utilization for high-medical-quality hospitals. The medical service efficiency of CPGHs differs greatly among different regions. Under the meta-frontier, the hospitals in the central region had the highest efficiency (efficiency score 0.70), followed by those in the south (efficiency score 0.63), and the hospitals in the north had the lowest efficiency (efficiency score 0.54). Factors that have larger impacts on the service efficiency of county public hospitals are the average length of hospital stay, per capita disposable income and financial subsidy income.

Conclusions: To improve CPGHs' medical service efficiency, the government should increase investment in the northern region, and hospitals should improve the management level and allocate human resources rationally.

Turning to Religion as a Mediator of the Relationship Between Hopelessness and Job Satisfaction During the COVID-19 Pandemic Among Individuals Representing the Uniformed Services or Working in Professions of Public Trust in Poland

Introduction. During the COVID-19 pandemic individuals performing uniformed service or working in a profession of public trust are particularly exposed to chronic stress. The consequences of stress in turn translate into a decrease in quality of life across various domains, including professional functioning. The perceived mental difficulties can lead to feeling of hopelessness, which in turn can generate a decrease in job satisfaction. Religiosity is a factor which, in stress-inducing conditions, not only stops the spiral of perceived resource losses but also triggers gains in the resources possessed.

Aim. In this study, we tested - in the light of Conservation of resources theory (COR) - whether during the COVID-19 pandemic, the preference for positive religious coping strategies (turning to religion) by people declaring religiosity is a mediator for the relationship between perceived hopelessness and job satisfaction.

Methods. The study covered 238 individuals representing the uniformed services or working in professions of public trust in Poland. The Inventory for Measuring Coping with Stress (MINI-COPE) and The Beck Hopelessness Scale (BHS) and were employed in the research. Results. The mediating role of turning to religion in relationship between perceived hopelessness and job satisfaction was confirmed only in the group of women. The relationship found in this group indicates that perceived hopelessness is alleviated by turning to religion, which at the same time leads to an increase in job satisfaction.

Conclusion. The obtained results prove that it should be standard practice to offer specialist help after potentially traumatic events in the workplace not only in the form of emotional and/or instrumental support but also in the form of spiritual help.
