Using local ecological knowledge as evidence to guide management: A community-led harvest calculator for muskoxen in Greenland

<p>Indigenous peoples manage or have tenure rights on over a quarter of the world's land surface. While there is growing interest in "evidence-based" natural resource management, there are few documented experiences with "evidence-based" practice in community-managed lands. We explore the evidence required for decisions about harvesting of a community-managed muskox herd in Greenland, and the collaboration needed to acquire this evidence. We present the development, application and outcome of a user-friendly demographic model - a harvest calculator - and we show how Local Ecological Knowledge was used throughout the process and combined with scientific knowledge. The community members identified suitable harvest scenarios with the use of the calculator. The calculator's predictions corresponded with their own perceptions of declining numbers of muskox bulls and suggested that reversal was possible under an alternative harvest scenario. As a result, the community members used the findings to request a revised muskox harvest quota, which gained immediate approval by the government. We draw on our experience to propose where community-led harvest calculators can be useful. Community-led harvest calculators can help Indigenous and local communities develop economically within environmentally sustainable limits, while at the same time providing community members a 'voice' in natural resource governance. An effective local management regime will require the sustained application of this tool.</p>

Identification and characterization of Western Province reef fisheries; Developing management and conservation protocols using traditional ecological knowledge, underwater monitoring and catch assessments

<p>Solomon Islands has highly biodiverse coral reef ecosystems critically important to cultural identity and socio-economic security. Because Solomon Islanders maintain among the highest global fish consumption rates largely from inshore fisheries valued at USD$65 million yr<sup>-1</sup>, maintaining these resources is critical to livelihoods and health. Among these resources are coral reef fish that form (fish) spawning aggregations (FSA). For these species, FSAs are the primary means of population replenishment and form the basis of a trophic web ranging from detritivores to marine megafauna. FSAs are highly vulnerable to overfishing and in Solomon Islands have experienced increasing fishing pressure from a changing economy and a domestic export fishery. Recent estimates show Western Province exporting at least 6 mt mo<sup>-1</sup> to Honiara markets, with an unknown but substantial quantity of this supply derived from FSAs. In Solomon Islands, marine tenure remains a core element of coral reef management, but its effectiveness relies on community awareness and participation in monitoring. The project seeks to improve site-based  and national scale enabling conditions for FSA management through: (1) evaluating FSA sites known to be experiencing fishing; (2) providing awareness presentations to traditional reef owners; (3) training local communities and dive operator staff in developing appropriate monitoring protocols; (3) implementing these protocols at known FSA sites; (4) co-developing EAFM plans with traditional reef owners and dive operators; (5) providing information sharing from successful regional LMMAs; (6) working to improve enforcement of existing FSA regulations and local and provincial scales; and (7) building consensus to adapt existing regulations to improve management effectiveness.</p>

Some facets of knowledge management in mathematics

<p>Knowledge management in mathematics has a long history. The development of Jahrbuch &uuml;ber die Fortschritte der Mathematik in 1868 saw the first systematic analysis of the content of a comprehensive set of mathematical publications which would be termed today the core of mathematical knowledge. The leading reviewing services in mathematics &ndash; formerly the reviewing journals Zentralblatt f&uuml;r Mathematik which followed the Jahrbuch, and Mathematical Reviews, which are today the databases ZBMATH and MathSciNet &ndash; have introduced and popularized several notions and tools for analysing the content of mathematical knowledge, for example a classification system for mathematics (the Mathematical Subject Classification &ndash; MSC), keywords for the most relevant terms of a publication, and abstracts and reviews for short descriptions of the content of publications.<br> In the electronic age, the challenges of knowledge management have dramatically increased.<br> New types of knowledge have been developed (for example, software), information is linked together, and the World Wide Web has become the universal archive &ndash; by far the biggest archive ever, and a storage medium for all kinds of information. It is therefore necessary to improve the existing methods and tools for retrieval and knowledge management.<br> In our contribution, our intentions and ideas for a redesign of the MSC will be presented.The MSC is a complex hierarchical classification scheme for mathematics and areas of application of mathematics. It was developed in the 1970s and is periodically updated by the editorial offices of ZBMATH and MathSciNet in cooperation with the mathematical community. (For more information see the MSC master site at http://www.msc2010.org.)<br> The MSC has some deficits hampering its use: too many classes (more than 5,500) which make it confusing for the user, missing strong definitions of the classes, and as a consequence a broad overlapping and redundancy of the classes (the MSC is only rudimentarily a faceted classification). As a first step we mapped the present version of the MSC into a machine-understandable XML version basing it on the Simple Knowledge Organization System (SKOS) and Resource Description Framework (RDF). The SKOS version will enable automatic processing of the information in the databases mentioned above, for example a cross-linking of the database entries with library catalogues, but it will also offer new retrieval functionalities for the human user.<br> In a second step, we will enhance the MSC by semantic annotation and redesign of its structure, for example by characterizing the MSC classes with a controlled vocabulary. In our presentation we will present a first SKOS version of the MSC and discuss its use in the future.</p>
