POLIcy design ANNotAtions (POLIANNA): Towards understanding policy design through text-as-data approaches

The POLIANNA dataset is a collection of legislative texts from the European Union (EU) that have been annotated based on theoretical concepts of policy design. The dataset consists of 20,577 annotated spans in 412 articles, drawn from 18 EU climate change mitigation and renewable energy laws, and can be used to develop supervised machine learning approaches for scaling policy analysis. The dataset includes a novel coding scheme for annotating text spans, and you find a description of the annotated corpus, an analysis of inter-annotator agreement, and a discussion of potential applications in the paper accompanying this dataset. The objective of this dataset to build tools that assist with manual coding of policy texts by automatically identifying relevant paragraphs.

Detailed instructions and further guidance about the dataset as well as all the code used for this project can be found in the accompanying paper and on the GitHub project page. The repository also contains useful code to calculate various inter-annotator agreement measures and can be used to process text annotations generated by INCEpTION.

Dataset Description

We provide the dataset in 3 different formats:

JSON: Each article corresponds to a folder, where the Tokens and Spans are stored in a separate JSON file. Each article-folder further contains the raw policy-text as in a text file and the metadata about the policy. This is the most human-readable format.

JSONL: Same folder structure as the JSON format, but the Spans and Tokens are stored in a JSONL file, where each line is a valid JSON document.

Pickle: We provide the dataset as a Python object. This is the recommended method when using our own Python framework that is provided on GitHub. For more information, check out the GitHub project page.

License

The POLIANNA dataset is licensed under the Creative Commons Attribution 4.0 International (CC BY 4.0) license. If you use the POLIANNA dataset in your research in any form, please cite the dataset.

Adirondack Public Good Events Database: Natural Resource, Environmental, Economic and Recreation Policy and Common Pool Resources for a Social-Ecological System in Adirondack Park, New York, USA, 1760-2020.

I assembled this dataset from various published sources to evaluate how the social-ecological system (SES) in Adirondack Park, New York changed through time and the interplay of public goods (Common Pool Resources, CPRs), public land rules and private land rights, and related concepts over 260 years (1760-2020). The database was the basis for a doctoral dissertation titled "Blue Lining: Assessing the Resilience of Adirondack Park, New York Using Polycentricity and Panarchy Frameworks." The goal of the dissertation was to assess patterns and changes in institutional rules, actors and arrangements before and after establishment of the public Adirondack Forest Preserve in 1885 and Adirondack Park in 1892 as those actors and rules were modified and as both internal and external events influenced the SES as it moved through different phases of the adaptive cycle through space and time (see panarchy). Using the database, I identified which organizations and events contributed to natural resource and CPR policy. The dissertation can be downloaded here: https://experts.esf.edu/esploro/outputs/99917370604826.

Policy brief on intergenerational renewal in EU-farming systems. What can policy do?

For a resilient farming system, smooth and sufficient intergenerational renewal is crucial, and it has been defined as one of nine goals for the CAP post-2020. Before implementing specific policy measures and instruments, however, policy makers must determine the degree and nature of the generational renewal problem that needs to be addressed. Also, policies need to focus on increasing the attractiveness of farming as an occupation and lifestyle, as many non-entry decisions are made before measures aimed at the young farmer start to play a role. Further policy directions include increasing the mobility of land and labour, supporting the management of extreme calamities as they involve a great risk of exit and non-entry and facilitating the provision of personal and farm-specific advice and coaching. The power and responsibility of national and regional governments to address these issues is often underestimated and overlooked.

Policy options for resilience-enhancing farm demographics

European agriculture as well as the wider economy face substantial demographic changes in the upcoming decades. The baby boomer generation will retire within the next 10 to 15 years and the cohorts of the young generations which will enter the labour market in the next decades are much smaller in size. Accordingly, the farming sector will have to compete with other sectors and urban areas which offer attractive career prospects. The SURE-Farm project seeks to better understand the sustainability and resilience of European farming systems, including the challenges related to farm demographics and what this means for structural change. This policy brief aims to tie the findings of SURE-Farm on farm demographics with policy options which may enable resilient farm structures.

Supporting material for 'Eighty-six EU policy options for reducing imported deforestation'

This dataset constitutes supporting material to the publication 'Eighty-six EU policy options for reducing imported deforestation', forthcoming in the journal One Earth. Contained in this dataset are the 1,141 original policy proposals that are identified in grey literature and a European Commission (EC) public consultation, as well as the assessment of the political feasibility of each of the 86 summary policy options derived from the original proposals. Political feasibility is assessed across three determinants: (1) ‘advocacy’, which measure the support for a policy across different actors; (2) ‘institutional setting’, which captures the institutional complexity of defining and adopting a given policy; and (3) ‘costs’, which express the magnitude and distribution of societal costs resulting from policy implementation.
