Integrating stakeholders' perspectives and spatial modelling to develop scenarios of future land use and land cover change in northern Tanzania
<p>Rapid rates of land use and land cover change (LULCC) in eastern Africa and limited instances of genuinely equal partnerships involving scientists, communities and decision makers challenge the development of robust pathways toward future environmental and socioeconomic sustainability. We use a participatory modelling tool, Kesho, to assess the biophysical, socioeconomic, cultural and governance factors that influenced past (1959-1999) and present (2000-2018) LULCC in northern Tanzania and to simulate four scenarios of land cover change to the year 2030. Simulations of the scenarios used spatial modelling to integrate stakeholders' perceptions of future environmental change with social and environmental data on recent trends in LULCC. From stakeholders' perspectives, between 1959 and 2018, LULCC was influenced by climate variability, availability of natural resources, agriculture expansion, urbanization, tourism growth, and legislation governing land access and natural resource management. Among other socio-environmental-political LULCC drivers, the stakeholders envisioned that from 2018 to 2030 LULCC will largely be influenced by land health, natural and economic capital, and political will in implementing land use plans and policies. The projected scenarios suggest that by 2030 agricultural land will have expanded by 8-20% under different scenarios and herbaceous vegetation and forest land cover will be reduced by 2.5-5% and 10-19% respectively. Stakeholder discussions further identified desirable futures in 2030 as those with improved infrastructure, restored degraded landscapes, effective wildlife conservation, and better farming techniques. The undesirable futures in 2030 were those characterized by land degradation, poverty, and cultural loss. Insights from our work identify the implications of future LULCC scenarios on wildlife and cultural conservation and in meeting the Sustainable Development Goals (SDGs) and targets by 2030. The Kesho approach capitalizes on knowledge exchanges among diverse stakeholders, and in the process promotes social learning, provides a sense of ownership of outputs generated, democratizes scientific understanding, and improves the quality and relevance of the outputs.</p>
Data from: A Bayesian hierarchical approach to quantifying stakeholder attitudes toward conservation in the presence of reporting error
Stakeholder support is vital for achieving conservation success, yet there are few reliable mechanisms to monitor stakeholder attitudes towards conservation. Importantly, few approaches account for bias arising from reporting errors; that is, reporting a positive attitude towards conservation when the respondent actually does not have one (a false positive error), or not reporting a positive attitude when the respondent is positive towards conservation (a false negative error). We borrow from developments in applied conservation science to use a Bayesian hierarchical model to quantify stakeholder attitudes as the probability of having a positive attitude towards wildlife, notionally (or in abstract terms) and at localized scales. The model allows us to assess stakeholder attitudes, and factors influencing these attitudes, while accounting for false negative and false positive reporting errors. We show through simulations that this method has lower bias than naïve estimates of the proportion of respondents who are positive towards wildlife, or Likert‐scores. We demonstrate the utility of the model by applying it to questionnaire surveys on Asian elephants Elephas maximus in the Kaziranga–Karbi Anglong landscape, Northeast India. After accounting for reporting errors, we estimated the probability of being positive towards elephants notionally as 0.85; at a localized scale, however, the proportion of respondents that were positive towards elephants was 50%. In comparison, without accounting for reporting errors, the proportion of respondents professing positive attitudes towards elephants in at least one of the certain questions, was 0.69 and 0.23, notionally and at local scales, respectively. False (positive and negative) reporting probabilities were consistently non‐zero (0.22–0.68). We submit that regular and reliable assessment of stakeholder attitudes––combined with an understanding of factors contributing to variation in attitudes––can feed into participatory conservation monitoring programs, help assess the success of initiatives aimed at facilitating human behavioral change, and inform conservation decision‐making.
Data from: The interactions of ethical notions and moral values of immediate stakeholders of immunisation services in two Indian states: a qualitative study
OBJECTIVES: This study examines the existing norms regarding immunization within the communities and the ethical notions that govern the action of different health professionals and their collective synergistic or conflicting effect on governance of the programme. Design: We used descriptive and analytical qualitative methods as it suited the research question. SETTING: The data was collected from areas under 16 Primary Health Centres in Kerala and Tamil Nadu identified through three-step sampling process. PARTICIPANTS: This involved in-depth interview with stakeholders including providers, beneficiaries and other stakeholders, focus group discussions with mother of under five children and participant and non-participant observations of vaccination related activities. RESULTS: Unlike most other ethical analysis that looks at ethics of vaccination policies, the interactions of normative principles and notions are analysed in this article. Moral obligation of parents towards their children, beneficence of health care providers and the utilitarian aspirations of the state are the key normative principles involved. Our analysis points to the interplay of both synergy and conflict in ethical notions and moral values in the context of immunisation services. Paternalistic interventions like special immunisation campaigns against polio and Japanese encephalitis are a case in point: they generate conflict at the normative level and create mistrust. CONCLUSIONS: Analysis of vaccination policies and programmes need to go beyond factors that assess monitory benefits or herd immunity. Understanding the interactions normative notions that shape the social organisation of the providers and the users of vaccination is important in creating a sustainable environment for the programme.
Netzero2040: Reaching climate neutrality in Austria by 2040: engaging stakeholders for model-supported scenario development. Data repository
<p><span>This repository contains scenario results in pyam format, qualitative scenario narratives and drivers identified by stakeholders for the NetZero2040 project.</span></p> <p><span>NetZero2040 developed the first independent scenarios achieving climate-neutrality in Austria by 2040. We improve on previous analyses by employing a structured co-creation process involving stakeholders and modellers, simultaneously modelling the whole energy system and the electricity system in great detail, creating shared visions of a climate-neutral future. Results are openly available and have been broadly disseminated in the scientific community and to the public. Our scenarios are differentiated by assumptions on energy demand and imports of energy carriers. They show that a rapid electrification of transport and heating, in combination with a build out rate of renewable energies which is well above historical maxima in the Austrian power system, allow significant emission reductions until 2030, and that these measures are consistently required in all scenarios. However, after 2030 scenarios diverge and uncertainty about the most cost-efficient transformation measures prevail. </span></p>
