Perspectives of Persons with Physical Impairments: Issues of Accessibility of Transportation Systems for Effective Inclusion in the English-Speaking Regions of Cameroon

The paper investigated the adaptation for accessibility of transportation systems for effective inclusion of persons with physical disabilities in the English- speaking regions of Cameroon. Specifically, the article seeks to find out the impact of priority seating arrangement, the impact of audio-visual tactile information service, the impact of accessible parking and the provision of emergency evacuation plans on effective inclusion of persons with physical disabilities in the English-Speaking Regions of Cameroon. Literature was reviewed conceptually, theoretically and empirically. Using exploratory research design, the study sample 12 persons with physical disabilities, using an interview guide and observational check-list. Therefore, the study made use of qualitative data. The qualitative data was analyzed thematically, using themes and sample quotations. The findings showed that the current priority seating system in public transportation within the participants' community fails to provide an inclusive and accessible experience for individuals with physical, visual, and hearing impairments. Also, the findings from this research indicate that the lack of accessible and inclusive audio-visual tactile information in the public transportation systems of the English-Speaking Regions of Cameroon presents significant barriers to the full and equal participation of persons with physical disabilities. Moreover, the results of this study show that accessible parking impact effective inclusion of persons with physical disabilities in the English-Speaking Regions of Cameroon. Finally, the findings indicate a concerning lack of adequate emergency evacuation plans and procedures that consider the needs and safety of individuals with physical disabilities in the transportation infrastructure of the region. It was therefore, concluded that the adaptation for accessibility of transportation systems had a high effect on the inclusion of persons with physical disabilities in the English- speaking regions of Cameroon. Based on this, it is suggested thattransport providers should enhance the Priority Seating System; implement clear and visible markings for priority seating areas in public transportation vehicles, ensure that priority seating is designed with the specific needs of individuals with physical, visual, and hearing impairments in mind, such as providing adjustable and ergonomic seating options and develop and enforce policies that mandate the proper use of priority seating and promote a culture of respect and awareness among passengers.

Development of the multi-dimensional Mobility Divide Index as a methodology to assess the accessibility level of public transport systems

This paper presents the development of a multi-dimensional Mobility Divide Index (MDI) for assessing the accessibility of public transport developed using a co-design approach, directly involving end-users in the index design process. The index measures the gap that persons with disabilities feel they need to over-come to use public transport in the same way non-disabled citizens do. The MDI covers six accessibility-related dimensions: 1) safety, 2) convenience, 3) comfort, 4) affordability, 5) travel time, 6) autonomy. The method paper describes the step-by-step approach to create the MDI as a set of indicators to be rated by people with different access needs to a) provide evidence of the main criticalities to be addressed through the design and implementation of new inclusive mobility solutions, b) guide the design of new inclusive mobility solutions and measure their impacts and c) inform the transport sector encouraging positive changes in transport by providing recommendations for policy-making, new directions for service innovation, improvements and practical advice or highlighting investment priorities to pave the way for a more inclusive mobility. We present our findings in ways that can inform universal design and provide actionable information to researchers, policymakers, transport and urban planners, operators and stakeholders’ representatives to promote inclusive and equitable mobility solutions for all. Finally, we suggest follow up research and innovation, as well as recommendations for its uptake and utilisation in the pursuit of European accessibility standards and requirements for products and services in the mobility sector.

How is ICT use linked to household transport expenditure? A cross-national macro analysis of the influence of home broadband access

Dataset used for analysis in the paper.

ABSTRACT: Understanding of the interactions between Information and Communication Technologies (ICT) and physical mobility is a major area of research with practical applications in a number of fields. Very little, however, is known regarding how these relationships vary on a cross-national basis, including across countries at different stages in development. To address this gap, this paper presents an analysis of household transport expenditure as a function of the available variables, with a particular focus on the ICT. This analysis is based on a cross-sectional dataset from 2010 comprising information on 33 countries including average household transport expenditure, ICT represented by the percentage of households with Internet access at home, and a number of contextual macroeconomic and infrastructural variables
Using a log-log framework we find that, in our sample of countries, household transport expenditure is negatively associated with Internet penetration with an elasticity of -0.394. We verify this to be robust to endogeneity using presence of restrictions on foreign ownership in the Internet market as an instrumental variable. We also control for potential differences in data quality across countries using the Corruption Perceptions Index. To the best of our knowledge, this is the first attempt to quantify this relationship at a cross-national level while also controlling for endogeneity and data quality issues. Among the control variables, we observe the estimated effects to be intuitive, and consistent with existing research and microeconomic understandings of the behaviour of individuals and households.

SDG Indicator 11.2.1: Urban Access to Public Transport, 2023 Release

The SDG Indicator 11.2.1: Urban Access to Public Transport, 2023 Release, part of the SDGI collection, measures the proportion of the population in a city that has convenient access to public transport. UN SDG 11 is "make cities and human settlements inclusive, safe, resilient and sustainable". Improving access to public transport services is integral to achieving the objectives of SDG 11. According to the UN Sustainable Transport, Sustainable Development 2021 Interagency Report, "only about half the world's urban population have convenient access to public transport". The report highlights that access to sustainable transport can help reduce food insecurity, boost economies, empower women, and connect people to key health, education, and financial services. As one measure of progress towards SDG 11, the UN has established SDG indicator 11.2.1. The indicator was computed as the proportion of WorldPop gridded population within either 0.5 kilometer walking distance to a low-capacity OpenStreetMap (OSM) public transport point or 1 kilometer walking distance to a high-capacity OSM public transport point. Cities were delineated using the European Commission Joint Research Centre (JRC) Urban Center Database (UCDB). The SDG indicator 11.2.1 data set provides estimates for the proportion of population with convenient access to public transport for 5,749 urban centers across 178 countries.
