Public procurement companies, UTES, and UTEs - Candidate companies tables

This dataset presents structured data extracted from the Spanish Procurement metadata dataset obtained through crawling the Spanish government’s “Plataforma de contratación del sector público”. The dataset includes two main Parquet tables generated using scripts sourced from the GitHub repository NP-Company-Process:

Company Information Table (
company_info.parquet
): This table contains detailed records for each company identified in the Spanish Procurement metadata. The available metadata includes fields such as the Tax Identification Number (NIF), Full Name, Name, Province, NIF type, Company Type, Company Description, a list of associated Tender IDs, and an indicator for whether the company is classified as a PYME (small and medium-sized enterprise).

Unión Temporal de Empresas (UTEs) Table (
utes.parquet
): Similar to the company information table, this table specifically focuses on UTEs. It provides information about the companies involved in each UTE along with their respective details.

Additionally, the dataset includes two derived tables:

UTEs Description Table (
utes_des.parquet
): This table details the composition of each UTE by listing the companies that form it. However, note that due to potential false positives and missing data, some inaccuracies may exist, especially when dealing with generic company names.

Companies Description Table (
companies_des.parquet
): This table outlines the UTEs in which each company is suggested to have participated, as determined by the algorithm. Similar to the UTEs table, it's important to consider potential inaccuracies stemming from false positives and missing data.

These tables collectively offer a comprehensive view of company and UTE data sourced from Spanish public procurement records. Users should exercise caution and be aware of potential inaccuracies, particularly related to false positives and missing data in certain cases.

FOPPA: A database of French Open Public Procurement Award notices

The FOPPA database (French Open Public Procurement Award notices) is a database constituted in the framework of the ANR DeCoMaP project (ANR-19-CE38-0004). It contains public procurement notices published in France from 2010 to 2020. It relies on a subset of the TED database. These data have a number of issues, the most serious being that the unique ID of most involved agents are missing. We performed a number of operations to solve these issues and obtain a usable database. These operations and their outcomes are described in detail in the following technical report:

L. Potin, V. Labatut, R. Figueiredo, C. Largeron & P. H. BeauAMP : processing and consolidation of open data on public procurement in France (2015-2023)

This accurate and comprehensive dataset encapsulates the main information published on the BOAMP website (the official journal for public procurement notices in France) from 2015 to 2023, enriched with the individual characteristics of contracting authorities and holders of public contracts. After converting the notices into a processed table, we use a machine learning algorithm to estimate the SIRETs (i.e. national identifiers) of the contracting parties, so that we can merge the open data on public procurement with individual information on public and private agents (size, legal status, main activity, geolocation...). Finally, we estimate the geolocation of foreign firms. The dataset contains about 300,000 public contracts and describes more than 1,000,000 interactions between approximately 16,000 public entities and 130,000 companies. It covers over 100 variables on the contract features, the outcome of the award procedure, the characteristics of contracting authorities and the characteristics of awarded firms.

See similar data from 2024 : https://zenodo.org/records/17187786

Scientific Webinar on Sustainable Public Food Procurement (SPFP) in the European Union

On 23 April 2024, SAPIENS Network Early Stage Researcher Chiara Falvo held a scientific webinar focusing on Sustainable Public Food Procurement (SPFP) in the European Union. The event took place in hybrid form and was hosted within the Master’s Course in Food Systems Law at the Department of Law of the University of Turin, also in collaboration with the Department of Agricultural, Forestry and Food Sciences (DISAFA). After a brief introduction on public procurement law and practice, Chiara delved into the legal strategies and mechanisms for integrating social and environmental considerations into the procurement of food and catering services. She also highlighted some national and local experiences that are leading the way in the field. During the event, Professor Silvia Mirate, who also acted as a discussant, provided an overview on the new EU Deforestation Regulation (EUDR), followed by Chiara's exploration of its relevance for public procurement. Contributing to bridging the gap between the scientific domains of law and agricultural and forestry sciences, this webinar may be relevant for students and newcomers to public procurement, especially in the food sector, as well as for anyone interested in understanding deforestation issues and the latest legal mechanisms to combat them.

Promoting responsible business conduct due diligence in public procurement: Cutting edge insights from academics, practitioners and policy makers

On the 30 May 2024 Sapiens Network, through our Early Stage Researcher Laura Treviño-Lozano and the OECD Centre for Responsible Business Conduct hosted an online about the link between responsible business conduct (RBC) due diligence and public procurement. The aim was to encourage debate about the ways in which RBC due diligence can be operationalised to prevent and address various adverse impacts that derive from public procurement. A topic that has been little explored so far and already a reality established in the adopted EU Corporate Sustainability Due Diligence Directive.

Moderated by Lena Diesing (OECD), Sarah Reso (OECD) started the discussion with a presentation on the OECD’s research on the implications of RBC due diligence regulation on public procurement. Next, Laura Treviño-Lozano (Sapiens network) presented an open access research paper, co-authored with Ezgi Uysal (Sapiens Network), on establishing RBC due diligence as a contract performance condition under the EU Procurement Directive. Their presentations followed a roundtable discussion by experts and practitioners Zsofia Kerecsen (European Commission), Roberto Caranta (Sapiens Network), Carla Canal (Barcelona City Council) and Sophie Derksen (International Responsible Business Conduct Unit at the Ministry of Foreign Affairs in the Netherlands) on the importance, challenges and opportunities to integrate RBC due diligence in public procurement.

This webinar is ideal for students, policymakers, and procurement practitioners aiming to learn from research and practice insights on responsible business conduct due diligence and public procurement.
