DIGIPART - Digitalisation in Parties dataset (v.1.1)
<p>The Digitalisation in Parties (DIGIPART) dataset (v.1) comprises information on party digitalisation features from 72 parties across five major European countries: Germany, Italy, France, Spain, and the United Kingdom. Compared to the initial version (v.0), which included data from 62 parties, version 1.1 of the DIGIPART dataset has been expanded to include new data on additional regional parties within these countries (n=76).</p> <p>The dataset, stored in Excel format (xlsx) along with a codebook, captures information and evidence from various parties, collected and coded between July 2021 and September 2022.</p> <p>Despite numerous studies examining the influence of digital technologies on political parties, a comprehensive comparative analysis of parties' responses to digitalisation remains scarce. The DIGIPART dataset aims to address this gap by mapping and analysing parties' digitalisation efforts.</p> <p>DIGIPART includes fundamental data for identifying units of analysis, such as COUNTRY_ID and COUNTRY codes following Eurostat conventions, PARTY_ID codes, party acronyms, party names in English, year of foundation, ideology based on the Chapel Hill Experts Survey, election year, percentage of votes, and share of MPs in the national parliament's Lower Chamber. Vote and MP data are sourced from the Parlgov database or press sources for parties not covered in Parlgov.</p> <p>Structured according to Fitzpatrick’s Five Pillar model, with adaptations for alternative digital democracy conceptions, the dataset provides insights into six main dimensions of party functions and activities: elections (EL), deliberation (DEL), participation (PART), resources (SOURCE), and communication (COM). Each dimension features several dichotomously coded indicators: 0 for no evidence of digital activity, 1 for evidence, and a dot (.) for controversial evidence or when none is found. Digitalisation to improve automated agro-export logistics: Comprehensive bibliometric analysis
<p><strong>Introduction/objective</strong>: Digitalization in logistics transcended in the search for continuous improvement of good process optimization. This study aims to know the effectiveness of digitization implemented by companies to improve the automated logistics of cross-border trade in the agricultural sector.</p> <p><strong>Methodology</strong>: A bibliometric analysis was generated, exploring the evolution of the state of the art through Scopus, WOS and Dimensions databases, in order to select relevant empirical studies on digitization and automated logistics, using quality criteria and the application of the Prisma 2020 flowchart.</p> <p><strong>Results:</strong> Since 2017, there were signs of increased interest from researchers, highlighting authors such as Zoubek, Kumar and Ghobakhloo. This review provided insight into how digitization contributes to cost and time optimization in the logistics chain. Designing public policies allows a better integration of technology, such as IoT and AI. It identified 3 important blocks that have contributed to the effectiveness of digitization in automated logistics, they refer to “Impact of digitization on logistics efficiency and supply chain”, “Technology integration and automation in cross-border logistics” and “Governance, policy and social considerations in logistics digitization”.</p> <p><strong>Conclusions</strong>: Digitalization has been a fundamental element to improve logistics and make it autonomous within cross-border trade, allowing technology to get involved, integrating digital technologies such as artificial intelligence (AI), which reduced obstacles affecting the supply chain.</p>
Open Science: Epistemologies, science policy implementation and digitalisation
<p>This workshop explores Open Science and the promises and challenges for science and society. After briefly covering the definition, history and application of Open Science policies, we discuss why they are relevant and what barriers and concerns there are for implementation. The workshop engages with the challenges of universalising access to knowledge in a world with a plurality of epistemic communities and developmental agendas. Lastly, we discuss the role that digitalisation plays in implementing Open Science policies and what this means for sustainable development.</p>

<p><em><strong>In this Rebalance Dialogue, <a href="https://rebalancemobility.eu/andrea-ricci/">Andrea Ricci</a> talked with <a href="https://rebalancemobility.eu/benjamin-docquir/">Benjamin Docquir</a> and <a href="https://rebalancemobility.eu/xavier-tackoen/">Xavier Tackoen</a> about how mobility services, whether for passengers or goods, are increasingly relying on ICT-based solutions, which are supposed to increase economic efficiency, safety, and the environmental performance of the transport system.</strong></em></p> <p>REBALANCE considers that this clear and unchallenged perspective does not take into account obstacles and undesired implications such as a loss of privacy, a decrease in social interaction opportunities or widening inequalities that leave some people behind.</p> <p>Pursuing the digital and green transition, the so-called “twin transition”, has now become a widespread policy mantra. In the transport sector, there are obvious synergies between the digital and the green dimensions, but there are also potential challenges in combining the two. Therefore, there is the need to identify and negotiate eventual trade-offs. According to the participants, trust is a key for adopting new technologies, considering digitalisation as a mean and sustainability as a goal, but this not yet reflected in reality.</p> <blockquote> <p>When it comes to leveraging individual and collective motivations to promote sustainable mobility, two approaches can be followed: one is to build upon the efficiency of digital solutions and the other is to lean on environmental concerns and awareness.</p> </blockquote> <p>Digital-enabled solutions such as MAAS and Transport-on-Demand services are designed to better meet individual needs, but this objective could be hindered by the digital divide that will either leave some groups behind (vulnerable people, elderly, technology-unsavvy…) or rather, by making it easier and cheaper to move around, therefore favouring inclusivity. Gaps could appear between “physical” public (planners, decision-makers) and “virtual” private (service providers) approaches.</p> <blockquote> <p>The COVID-19 emergency helped realise that technology is an enabler since it has significantly changed mobility patterns, for both goods (online shopping) and passengers (smart working).</p> </blockquote> <p>But there is no certainty whether these changes will be sustained when pandemics is under control. People have developed a fear of crowded spaces, although they do not seem prepared to give up the social benefits of physical mobility. Anyhow, we could be heading towards an overall less convivial life.</p> <p>Privacy concerns arise from the obligation to share personal data to be able to use or benefit from digital mobility services. People might seem more afraid of “Big Brother” than they actually are, given the global spread of social networks. The battle between efficiency and privacy is not decided. According to the discussants, privacy and personal data will be shared if asked in a smart way, but there will also be more use awareness. Data are needed by operators and planners in matters of public interest. The downside is that the public does not seem to show much confidence in the mobility app.</p> <p>In regards to efficiency, cycling is embraced because of it (and socialisation) and not because of environmental conscience. Alternatively, speed is about fun and not efficiency. There is the need to redefine efficiency from economic to the welfare of society.</p> <p>In order to change behaviours, the participants stressed that the best way is through education and training (raising awareness), digitalisation comes last. Individual freedom articulates many behaviours and choices. Even when considering people at the centre, the digital gap will not disappear. Inclusion will come before digitalisation and not because of it. This needs gatekeepers because nudging might not be sufficient to address group needs and diversity needs. Another issue is whether local benefits are overshadowed by global externalities (cyclists make more long-distance travels).</p> <blockquote> <p><strong>The discussants agreed that people subscribe to the sentence: “I want to master my mobility”.</strong></p> </blockquote> <p>This conclusion is reached after understanding the stakes and raising awareness, evaluating the diversity of options (e.g. opt-in & opt-out), defining the concept of “usable time” and moving from JIT (Just In Time) to as fast as possible (and from companies to consumers).</p> <p>In terms of governance, the participants agreed that transparency is a crucial element to be taken into account by decision-makers. Also regulation, which either comes too early (kills innovation) or too late (monsters surge).</p>
The State of Open Science in Indonesia: a preliminary analysis of digitalisation's impact on science regimes
<p>This presentation is a discussion on Open Science in Indonesia from the field of the Sociology of Knowledge Approach to Discourse. Boasting the largest number of Open Access Journals in the world, and steadily capitalising on a burgeoning technological economy, Indonesia would seem ripe for a science and knowledge-sharing renaissance. In the past five years, science and education institutions have been consolidated into one “super entity”, the Indonesian National Research and Innovation Agency (BRIN), stirring the imagination for a publicly funded and centralised open access system for indexing, storing and sharing scientific research, data and results. Further, on the back of the 2022 G20 Presidency, Indonesia holds the 2023 ASEAN Presidency, which provides it with agenda setting powers towards regional science and technology cooperation. The potential is high for Open Science, and thus the global sustainable development agenda, to find precedence in Indonesia’s policymaking discourse. Interviews conducted with BRIN staff, professors and PhD Candidates of leading Indonesian universities, think-tank policy advisers, and grass roots organisers illuminate common challenges to implementation of Open Science policies and the Open Science mindset. This discussion addresses where Open Science sits in Indonesia’s development agenda, where there are promises, where there are challenges and what the role of CSIS is in facilitating the transition to Open Science.</p>

Funded by the EU’s Horizon2020 programme, it analyses conditions under which positive effects of digitalisation can be realised, while at the same time [mitigating] potential negative effects. The project (2020-2025) engages in staff exchange, transnational training and multi-stakeholder dialogue, and establishes a long-term platform of research institutions in the EU and from the MGG network in Brazil, India, Indonesia, Mexico and South Africa. Measurements of Methanethiol (MeSH) and dimethyl sulfide (DMS) in surface seawater digitalised from AMT-7 1998.
<p>Global emissions of methanethiol are highly uncertain and the drivers influencing its seawater concentrations are quasi unexplored. Here we have digitalised measurements from 1998 taken during AMT-7 (Atlantic Meridional Transect), which may be useful for future investigators. A use-case-driven approach for demonstrating the added value of digitalisation in wind energy - extended version of Table 1
<p>This is the extended version of Table 1 from the paper "A use-case-driven approach for demonstrating the added value of digitalisation in wind energy" published in the Journal of Physics: Conference Series for WindEurope 2023.</p> <p>Digitalisation is one of the key drivers for reducing the costs and risks of wind energy. When considering whether to embark on a digitalisation initiative, two key questions arise. The first is what business or operational opportunities might feasibly be addressed and the second is which of the many potential aspects of digitalisation are relevant to those opportunities. In this work, we show how these questions can be answered with a use-case-driven approach, based around a survey aiming to collect and collate the main "pain points" (or everyday challenges) of people in the wind energy sector. Although the relatively low number of participants of the survey (46) means that the results should only be used indicatively, it is still possible to make some general recommendations for priorities for digitalisation efforts in the wind energy sector. Firstly, digitalisation efforts should focus both on supporting people carrying out cross-lifecycle tasks, in particular sharing data, managing data, undertaking general data analyses and accessing data. Tools to do this should deal with varying data formats and naming conventions, make metadata more accessible, define data and metadata standards, make more data publicly available and improve the quality of data. Secondly, efforts should also focus on supporting people in the wind farm operational phase, in particular with failure detection, fault diagnosis, failure rate modelling and predictive maintenance. Solutions to do this should focus on accessible and validated tools for fault detection, cloud or other data pipeline solutions for SCADA data and tools for exhaustive data documentation. Finally, digitalisation efforts should focus on better communicating and helping people become aware of existing solutions and tools, as well as on helping people to exert a stronger influence on possible solutions. <br> </p>
