Driving Innovation: Comparative Analysis of E-Government Best Practices in Different Regions

In the rapidly evolving landscape of electronic government (e-government), innovation stands as a linchpin for effective service delivery and citizen engagement. This paper conducts a comparative analysis of e-government best practices across different regions, aiming to identify key drivers of innovation and excellence in public service digitization. Through an extensive review of global e-government initiatives and case studies, the paper examines successful strategies employed by diverse regions to foster innovation in the public sector. The comparative framework explores varying regulatory environments, technological infrastructures, and cultural considerations that influence the adoption and impact of e-government innovations. The findings contribute valuable insights for policymakers, practitioners, and researchers seeking to understand the nuanced dynamics of e-government innovation on a global scale. By elucidating the diverse approaches and outcomes in different regions, this paper facilitates a deeper comprehension of the multifaceted nature of e-government best practices and provides a foundation for informed decision-making in the pursuit of innovation excellence.

An Evaluation of the Nigerian National Information Infrastructure and E-Governance

Nigeria has the fastest growing and most lucrative ICT market in Africa (which fellow emerging economies like South Africa, India, Malaysia and Singapore are making the most of); yet in spite of this significant progress is still being ranked low in e-government provision to its citizens. The need for national information infrastructure cum e-governance framework as a national imperative for a 21st Century Nigeria cannot be overemphasized. National information infrastructure and e-governance policy engineering is important in achieving Vision 2020 and the mission of re-branding and transforming Nigeria. Unless the significance of e-governance is recognized and made the engine room of nation-building, economic and social developments aims in our country may become unattainable. Soonest, intellectual capital, not mineral resources like oil, would be the most strategic and valuable global resource. This paper therefore evaluates and recognizes with great concern that the current national information infrastructure and e-governance readiness framework in Nigeria is grossly inadequate-especially in the areas of National Power Generation and Supply (as the government fixes June 1st as the take-off of new electricity tariff). It highlights the bureaucracies and politics that hamper speedy development of our national information infrastructure and e-governance in comparison to what is obtainable in other evolving economies. The study investigates the limitations and deficiencies of our national information infrastructure and e-governance. The study examines areas of paucities which have contributed to the low e-service delivery in the country despite the success recorded in the country’s ICT and telecommunications sector and finally suggests how this situation may be improved for an enviable national information infrastructure and e-governance as a national imperative for 21st century Nigeria of our dream.

The effects of e-government evaluation, trust and the digital divide in the levels of e-government use in European countries

Despite the significant amounts of public investment devoted to enhancing e-government over the last ten years, citizens’ use of this service is still limited, posing a challenge to national governments. Using a regression analysis applied to panel data derived from 27 European countries for the period from 2010 to 2018, our work confirms that supply-side e-government performance evaluations, the level of citizen trust in the government, income per capita and education are determinants of the level of citizens’ use of e-government. Furthermore, the results of the cluster analysis suggest that, over the study period, in the group of countries with highest e-government use rates, the variables under study exhibit more favourable relative values.

Connecting the Digital Bridges Factors Influencing Farmers' Attitude towards e-Governance

The e-governance streamlines the delivery of government services to the farmers, such as agricultural subsidies, credit facilities, insurance schemes, extension services and other citizen charters. The objective of this study was to determine the factors influencing the attitude of farmers towards e-governance. The scale used for attitude measurement was standardized through Judge-rating and pre-testing and forty-one statements were used to assess the attitude of the farmers on a Likert scale. One hundred twenty-five (125) farmers from Phulbari upazila in Dinajpur district of Bangladesh were selected for data collection using a multi-stage random sampling procedure through structured interview method. The findings revealed that a significant proportion (68.0 percent) of the respondents held a moderately to highly favourable attitude towards e-governance. Although seven socio-economic factors had significant relationship with farmers’ attitude towards e-governance; the key influencing factors identification through multiple linear regression and stepwise regression indicated that knowledge of e-governance, educational qualification, age, and organizational participation were the most important. Thus, to enhance farmer engagement and trust in e-governance, policy formulation should be aimed at improving farmers’ knowledge of e-governance involves a multifaceted approach that addresses their specific needs and challenges need to be addressed.

Linking governance to a sustainable future. A study on the use of e-government service among undergraduate students in a Chinese Municipality

The data describes the survey in the study. This study devotes to promoting the sustainability in smart governance field through e-government services. It seeks to understand the situation of e-government use in a special group of future generation: undergraduate students. In order to achieve this object, this research conducts a case study in Chongqing, China. Drawing upon data from a sample of 1046 respondents in 2019, the findings reveal that the way to interact with government via e-government is receiving by a wide range of undergraduate students. Additionally, the results witness a rise of social media in e-government services among young generation. Based on all these findings, it offers practical suggestions to the future development of e-government services in China.

The Role of Automated Categorisation in e-Government Information Retrieval

High-precision search results are essential for helping e-government employees complete work-based tasks. Prior studies have shown that existing features of e-government systems need improvement in terms of search facilities, navigation, and metadata adoption. This paper investigates how automated categorization can enhance information organization and retrieval and presents the results of a controlled evaluation that compared automated categorization and free text indexing of the government intranet used by Danish tax authorities. Thirty-two individuals participated in the evaluation, conducting simulated searches and genuine search tasks. Searching behaviour and search outcome was documented by search logs, relevance assessments, and post search interviews.

The evaluation demonstrates a high potential for automated categorization in a government context. Overall, the categorized organization generated more reformulations and less query success. Session success was found to be fairly even between the two systems. Qualitative data revealed that categorized overviews of the search results were useful if the participating employee did not possess extensive knowledge of the task at hand. When task knowledge was present, categorization was used to support the assumptions of a correct search. On the other hand, however, test participants avoided using automated categorization if high-precision documents were among the top results or if few documents were retrieved. The findings emphasize the importance of simultaneously providing different search options for e-government IR systems and reveal that automated categorization is a valuable candidate for improving search facilities within this domain.
