Incentive mechanisms and the provision of public goods: Field experiment data for testing alternative economic frameworks to supply ecosystem restoration on Virginia's Eastern Shore: 2008 data.
This dataset consists of participant responses in one of two economic experiments conducted on Virginia's Eastern Shore during 2008 and 2009 by Elizabeth C. Smith used to gauge resident preferences and willingness-to-pay for ecosystem restoration activities. This dataset was designed to be used to examine a practical method to implement an individualized pricing approach to public good provision, grounded in Lindahl's marginal benefit theory. The study's focus was on ecosystem valuation and market approaches that have potential to provide public goods, examining the potential to generate revenues for public goods from consumers. While willingness-to-pay measurement techniques have been used to assess preferences for many environmental goods, this research goes a step further to explore real money auctions that generate revenues sufficient to pay for restoration activities. The data from the field experiments conducted in coastal Virginia were used, along with laboratory experiment data, to evaluate the performance of auction mechanisms in generating revenues relative to potential (Hicksian) willingness to pay for marginal increments in public goods. The field execution of this experiment involved residents of Virginia's Eastern Shore and local public goods. This application involved half-acre increments of ecosystem restoration for sea grass habitat in coastal lagoons, plantings for migratory bird habitat, and, in some auctions, clam-based increments of water quality services, defined as delaying the harvest of clams for six months beyond normal harvest by an existing aquaculture firm. To perform these tasks, participants were provided a budget, between $90 and $150. The auctioneer described for participants the ecosystem services that may result from additional ecosystem restoration associated with each activity. Household survey data: incentives influencing tree planting in the Albertine Rift Region of Uganda
<p>The study assessed the influence of incentives on tree planting by farmers in Kiryanga Sub county, Kagadi district, Albertine Rift Region, Western Uganda. Key informant interviews, focus group discussions and household interviews were conducted to generate data on the influence of incentives on tree planting. The χ<sup>2</sup> test established associations between incentives and tree planting while a t-test was conducted to test for differences in characteristics of non-tree farmers and tree farmers. Results indicate that incentives are important in tree planting although some did not match farmers' interests (χ<sup>2</sup> = 35.13, p <0.05). The incentives that were significant were: provision of tree seedlings (84.6%) and cash payments (69.4%) while farm tours as an incentive did not match farmers' interests. The success attributed to incentives mainly depended on land size, and tree species' preferences. The study concluded that, provision of tree seedlings and cash payments should be the incentives to be promoted. It is therefore important that stakeholders adopt incentive-based tree planting.</p>
Data from: Farmer preferences for conservation incentives that promote voluntary phosphorus abatement in agricultural watersheds
Financial incentives are commonly used to promote voluntary adoption of agricultural best management practices (BMPs), but little is known about farmer preferences among alternative incentives. Using experimental procurement auctions, we evaluate how different conservation incentives affect farmer willingness to adopt BMPs that reduce phosphorus (P) runoff, a major driver of harmful algal blooms in Lake Erie. We rank incentives (e.g., payment, BMP insurance, tax credit, and certification price premium) by the cost per pound of P runoff reduction. Payments and tax credits that target high impact areas of the watershed are more cost-effective than untargeted price premiums for product certification. Farmers demand higher payments for contracts offering BMP insurance (i.e., protection against yield loss from BMP use) due to uncertainty about how the program will be implemented and the reliability of indemnities, as well as anticipated transaction costs associated with the program. Understanding farmer preferences for different types of conservation incentives is critical to design agri-environmental programs that engage more farmers and cost-effectively enhance ecosystem services.

Research Incentive Programs for Closures of Public and Private Grade Crossings
<p>Corresponding data set for Tran-SET Project No. 17PPLSU13. Abstract of the final report is stated below for reference:</p> <p>"Vehicle-train crashes that occur at highway-rail crossings result in injuries, fatalities, and damage to equipment. In order to reduce the number of vehicle-train crashes, Federal Railroad Administration requires states which have challenges with crossing safety, including Louisiana, to develop a State Action Plan to improve grade crossing safety. Consequently, identification of specific solutions for improving safety at crossings was included in the 2015 Louisiana Transportation Plan as one of its objectives. This study seeks to identify and evaluate current and new incentive programs that encourage closure of at-grade railroad crossings to reduce the number of potential vehicle-train collision points, and hence improve safety. To accomplish this, a survey was designed and was distributed to personnel of state and railroad agencies. Survey responses from the DOTs revealed that currently, 16 states had no incentive programs for consolidation or closure of highway-rail crossings. Analysis of the survey data revealed that states without any incentive program had the least proportion of highway-rail crossing closures. The study revealed that cash incentives, while popular are not effective because although the Federal Government contributes to a state’s effort in offering cash incentives for closure of public grade crossings, the amount is not substantial enough to be considered a significant incentive by most local governments. Also, track relocation, while effective is mostly impractical due to the high costs involved. A literature review revealed that having a mathematical model to guide on the selection of crossings for consolidation or closure provides sound scientific basis and are usually welcomed by the community. The research team identified three potential new incentives that could work well for Louisiana namely crime rate reduction incentives, greenness improvement programs, and the development of a grade crossing consolidation model that considers safety, among a plethora of other factors, to be used to prioritize crossings to be closed. However, additional work is required to validate these programs for statewide deployment."</p>
