The global renewable power support policy dataset

<p>The global renewable power support policy dataset was compiled by Sarah Hafner (Anglia Ruskin University, United Kingdom) and Johan Lilliestam (Institute for Advanced Sustainability Studies (IASS), Germany) in February-July 2017 and completed during 2017. The work was led by Johan Lilliestam but each author gathered half of the data. The data was formatted and checked for internal consistency by Tim Tr&ouml;ndle, IASS.</p> <p>All non-commercial users are allowed to use and manipulate our data, but are required to give appropriate attribution. Doi: https://doi.org/ 10.5281/zenodo.3371375.</p> <p><strong>If you are interested in contributing</strong> to and further developing the dataset: please contact Johan Lilliestam (IASS Potsdam).</p> <p>The search was done in publically available sources, including but not limited to the IEA renewables policy database, res-legal.eu, Worldbank data, as well as data from the responsible national ministries.</p> <p>Our data holds information on 10 specific policy instruments explicitly dedicated to the support for expansion of renewable electricity generation 1990-2016; some instruments, including taxation of non-renewables or emission trading, affect other sectors than renewable power, but are mentioned in their original policy description to also be dedicated to increasing renewable power. Our data concerns national policy measures, but ignores policies enacted on higher (e.g. EU-level in Europe) or lower (e.g. state-level policies in Canada, USA) political levels. For example, the &ldquo;no support&rdquo; entry for the United Arab Emirates indicates that there were no national-level policies: all policies were, in this case, emirate-specific.</p> <p>The data exists in two versions: one version readable for humans (RE_policies_fullglobal.xlsx) and for each instrument type as .csv. The information in the two versions is identical and differs only in the way it is displayed.</p> <p><strong>Please refer to the metadata file for a detailed description of the dataset and the data categories.</strong></p>

Supporting material for 'Eighty-six EU policy options for reducing imported deforestation'

<p>This dataset constitutes supporting material to the publication &#39;Eighty-six EU policy options for reducing imported deforestation&#39;, forthcoming in the journal One Earth. Contained in this dataset are the 1,141 original policy proposals that are identified in grey literature and a European Commission (EC) public consultation, as well as the assessment of the political feasibility of each of the 86 summary policy options derived from the original proposals. Political feasibility is assessed across three determinants: (1) &lsquo;advocacy&rsquo;, which measure the support for a policy across different actors; (2) &lsquo;institutional setting&rsquo;, which captures the institutional complexity of defining and adopting a given policy; and (3) &lsquo;costs&rsquo;, which express the magnitude and distribution of societal costs resulting from policy implementation.</p>

Data for: Evidence to support phytosanitary policies - The minimum effective heat treatment parameters for pathogens associated with forest products

<p>Research on reducing the movement of pests on wood products has led to several options for safer trade including heat treatment of wood to mitigate pests. In this study, pathogenic organisms commonly regulated in the trade of forest products were tested to determine the minimum heat dose (temperature and time) required to cause mortality. The mycelial stage of tree pathogens, <em>Heterobasidion occidentale</em>, <em>Grosmannia clavigera</em>, <em>Bretziella fagacearum</em>, <em>Phytophthora cinnamomi</em>, <em>P. lateralis</em>, <em>P. ramorum</em> and <em>P</em>. x<em>multiformis</em>, which may be found in wood products, were tested in vitro using the Humble water bath with parameters simulating the rate of heat applied to wood in a commercial kiln. The lethal temperature for the pathogens ranged from 44 to 50°C for a 30-minute treatment duration. A molecular diagnostic method to confirm pathogen mortality was available for five of the species heat treated. RNA detection using reverse transcription real-time PCR was used to validate pathogen mortality following treatment for: <em>P. ramorum</em>, <em>P. lateralis</em>, <em>P. cinnamomi</em>, <em>P</em>. x<em>multiformis</em> and <em>G. clavigera</em>. The heat treatment data set is deposited here.</p>

Data from: A critical analysis of the potential for EU Common Agricultural Policy measures to support wild pollinators on farmland

<p>1.         Agricultural intensification and associated loss of high-quality habitats are key drivers of insect pollinator declines. With the aim of decreasing the environmental impact of agriculture, the 2014 EU Common Agricultural Policy (CAP) defined a set of habitat and landscape features (Ecological Focus Areas: EFAs) farmers could select from as a requirement to receive basic farm payments. To inform the post-2020 CAP, we performed a European-scale evaluation to determine how different EFA options vary in their potential to support insect pollinators under standard and pollinator-friendly management, as well as the extent of farmer uptake.</p> <p> 2.        A structured Delphi elicitation process engaged 22 experts from 18 European countries to evaluate EFAs options. By considering life cycle requirements of key pollinating <i>taxa</i> (i.e. bumble bees, solitary bees and hoverflies), each option was evaluated for its potential to provide forage, bee nesting sites and hoverfly larval resources.</p> <p>3.         EFA options varied substantially in the resources they were perceived to provide and their effectiveness varied geographically and temporally. For example, field margins provide relatively good forage throughout the season in Southern and Eastern Europe but lacked early-season forage in Northern and Western Europe. Under standard management, no single EFA option achieved high scores across resource categories and a scarcity of late season forage was perceived.</p> <p>4.         Experts identified substantial opportunities to improve habitat quality by adopting pollinator-friendly management. Improving management alone was, however, unlikely to ensure that all pollinator resource requirements were met. Our analyses suggest that a combination of poor management, differences in the inherent pollinator habitat quality and uptake bias towards catch crops and nitrogen-fixing crops severely limit the potential of EFAs to support pollinators in European agricultural landscapes.</p> <p>5.         <i>Policy Implications.</i> To conserve pollinators and help protect pollination services, our study highlights the need to create a variety of interconnected, well-managed habitats that complement each other in the resources they offer<i>. </i>To achieve this the CAP post-2020 should take a holistic view to implementation that integrates the different delivery vehicles aimed at protecting biodiversity (e.g. enhanced conditionality, eco-schemes and Agri-Environment and Climate Measures). To improve habitat quality we recommend an effective monitoring framework with target-orientated indicators and to facilitate the spatial targeting of options collaboration between land managers should be incentivised.</p>

Data from: Advancing model-based ecosystem services assessments for policy support.

<p><span>Urban nature is increasingly recognized for its potential to address various societal challenges through the delivery of ecosystem services (ES). However, large-scale and comparative assessments quantifying this potential are hardly available. In this study, we modelled<span> </span>five ES (local temperature regulation, flood protection, global climate regulation, habitat protection, and interaction with nature) across 708 European urban areas. We quantified the ES based on a consistent supply-demand approach, using indicators representing the extent to which urban ecosystems&rsquo; capacity to provide a service was sufficient to meet societal demands. <span>We quantify each ES indicator using spatially explicit assessment methods, </span>building upon existing ES modelling tools (the urban InVEST model and GLOBIO-ES model) and publicly accessible data (e.g. Urban Atlas Land Use Land Cover&nbsp;from the European Urban Atlas dataset.&nbsp;</span></p>
