Labour Law Database, with Codebook

<p><span>The WageIndicator Labour Law Database aims to collect information about national Labour Law. The database is used to publish relevant clauses with information about the national Labour Law on the national WageIndicator websites and on the home page of WageIndicator (see </span><a href="https://wageindicator.org/labour-laws/labour-law-around-the-world/national-labour-law-information"><span>National Labour Law Information - WageIndicator.org</span></a><span>). All Labour Law clauses in the database are also coded, according to a coding scheme, as presented in the attached codebook. These codes support the generation of the biennial Labour Rights Index for all countries in the database (see <a href="https://labourrightsindex.org/">https://labourrightsindex.org/</a>). </span></p> <p><span>The Index is a de jure index that measures major aspects of employment regulation affecting a worker during the employment life cycle. The Labour Rights Index covers 10 topics/indica tors and 46 evaluation criteria. All of these are based on substantive elements of the Decent Work Agenda. The criteria are all grounded in UDHR, five UN Conventions, five ILO Declarations, 35 ILO Conventions, and four ILO Recommendations.</span></p> <p><span>The Labour Law database is used for the Decent Work Check, a tried and tested WageIndicator product. Created together with trade unions and employers organisations and WageIndicator teams. The Decent Work Check is used as an offline tool - in print. The check works as an awareness tool and a quick check of your labour law knowledge. The Decent Work Check is seen as an eyeopener for workers, trade unionists, employers and even labour inspectors. The data collection started in 2013 with 16 countries, and gradually more countries were added. As of today, the WageIndicator Labour Law Database holds detailed country profiles for 118 countries. More countries are scheduled for the years to come (see </span><span><a href="https://wageindicator.org/labour-laws/labour-law-around-the-world/decent-work-check"><span>https://wageindicator.org/labour-laws/labour-law-around-the-world/decent-work-check</span></a></span><span><span>)</span></span><span>. Each year, the national labour laws are checked for updates. In addition, <span>&nbsp;</span>the database is also used to generate Decent Work Surveys, whereby workers are informed about the <span>&nbsp;</span>compliance of their job with the Labour Law. In 2024 these Surveys are running in Bangladesh, Ethiopia, and Indonesia (see <a href="https://wageindicator.org/about/projects/multi-actor-partnership-for-improved-due-diligence-implementation-in-the-textile-sector-via-worker-and-community-based-monitoring">https://wageindicator.org/about/projects/multi-actor-partnership-for-improved-due-diligence-implementation-in-the-textile-sector-via-worker-and-community-based-monitoring</a>, <a href="https://wageindicator.org/about/projects/living-wages-in-flowers-garment-leather-in-ethiopia-phase-iii">https://wageindicator.org/about/projects/living-wages-in-flowers-garment-leather-in-ethiopia-phase-iii</a>, </span></p> <p><span><a href="https://wageindicator.org/about/projects/makin-terang-improving-work-and-worker-representation-in-indonesia">https://wageindicator.org/about/projects/makin-terang-improving-work-and-worker-representation-in-indonesia</a>). </span></p> <p><span>The data collection method is through desk research, which is possible because all national laws can be accessed<span>&nbsp; </span>through the Internet. The database is based on more than 13 years<span>&nbsp; </span>of research by WageIndicator Foundation (Netherlands) and its labour law office, i.e., the Centre for Labour Research (Pakistan). More than 30 WageIndicator team members have contributed to the Index by providing relevant data informing various indicators under the Index. </span></p> <p><span>The WageIndicator Labour Law Database includes coded labour law data for all countries with a Decent Work Check plus for countries that are scheduled to be included for the Decent Work Check tool. The codes for the Decent Work Check countries are double checked, which is not yet the case for the countries not yet included. The list of these Decent Work Check countries can be found in Table 5 in the Codebook. Table 1 provides a list of all variables and values in the database; variable type and value labels; number of observations and minimum and maximum values. Table 2 holds a list of industries, according to the NACE industry classification. Table 3 has a list of the job titles, coded according to. Table 4 includes a list of the codes and names of the bank holidays.</span></p>

The Effect of Prescription Drug Monitoring Programs (PDMPs) and Overdose Reversal Drug Accessibility Laws on Opioid Analgesic Mortality in the United States

<p><strong>Purpose: </strong>This analysis focuses on the impact of Prescription Drug Monitoring Programs (PDMPs) and increased layperson access to the overdose reversal drug Naloxone on prescription opioid mortality rates. The prescription opioid mortality rate was analyzed against state laws governing PDMPs and Naloxone accessibility to laypersons to evaluate if there was a correlation between mortality reduction and implementation of the laws.</p> <p>Three main analyses were conducted:</p> <ol> <li>Does a state&rsquo;s opioid mortality reduction correlate to an effective PDMP and/or Naloxone law?</li> <li>Do states with strong PDMP laws have a corresponding opioid overdose mortality rate reduction?</li> <li>Do states with strong Naloxone accessibility laws have a corresponding opioid overdose mortality rate reduction?</li> </ol> <p><strong>Conclusion:</strong> Patterns show that PDMP and Naloxone accessibility can be successful in reducing mortality rates, but implementations and results vary dramatically between states. Further changes to both PDMPs and Naloxone accessibility are needed for states to see reliable and consistent mortality reductions. Changes to regulations need time to implement and take effect, meaning longer term measurements and data will be required to see if positive impacts can be sustained.</p> <ol> </ol> <p><strong>Data and Datasets:</strong></p> <p>There are three main datasets used in the analysis.</p> <ul> <li>Opioid mortality rate by state from 2006 to 2016. <ul> <li>This datasetis from the CDC website (<a href="https://www.cdc.gov/drugoverdose/data/statedeaths.html">https://www.cdc.gov/drugoverdose/data/statedeaths.html</a>). I used web scraping and regular expression search to extract the data and calculated mortality reduction of each state.</li> <li><em>Mortality reduction formula: (Highest mortality rate) &ndash; (2016 mortality rate)</em><br> &nbsp;</li> </ul> </li> <li>PDMP law implementation in each state and its timelinefrom January 1, 1998 to July 1, 2016. <ul> <li>Dataset is from the Prescription Drug Abuse Policy System(<a href="http://pdaps.org./datasets/prescription-monitoring-program-laws-1408223332-1502818372">http://pdaps.org./datasets/prescription-monitoring-program-laws-1408223332-1502818372</a>).&nbsp; This dataset encompasses laws regulating which professions have access to the database and for what purpose, whether practitioners can delegate their access, whether patients can see their own information, and the extent to which access to individually-identified records may be granted for law enforcement purposes.</li> <li>This dataset is not quantitative, but a set of questions on the characteristics of the laws governing the PDMP.I performed the following data preparation to allow for analysis and visualization:</li> <li><em>PDMP law effectiveness calculation:Each question with a &ldquo;Yes&rdquo; answer adds one point to the law&rsquo;s cumulative effectiveness score on the year it was implemented.</em></li> </ul> </li> </ul> <ul> <li>Naloxone accessibility to laypersons law implementation in each state and its timeline from January 1, 2001 to December 31, 2016. <ul> <li>Dataset is also from the Prescription Drug Abuse Policy System (<a href="http://pdaps.org./datasets/laws-regulating-administration-of-naloxone-1501695139">http://pdaps.org./datasets/laws-regulating-administration-of-Naloxone-1501695139</a>).This dataset focuses on state laws that provide civil or criminal immunity to licensed healthcare providers or lay responders for opioid antagonist administration.</li> <li>This dataset is not quantitative, but a set of questions on the characteristics of the laws governing Naloxone accessibility to laypersons. Law Indexes: Pennsylvania

<p>As part of efforts to expand the Local Geohistory Project, which aims to educate users and disseminate information concerning the geographic history and structure of political subdivisions and local government, this repository has been created to disseminate law index data for the Commonwealth of Pennsylvania. This index currently covers a portion of the private and special laws only from 1700 through 1892.</p><p>Private and special laws concern one or several individuals, entities, or localities, unlike public or general laws, which apply to all similarly situated individuals, entities, and localities within a jurisdiction. Prior to the Constitution of 1874, private and special laws were a common method used to alter municipal and county boundaries and forms of government. The law index is released as a tab-separated values (TSV) file, <strong>output/PaLawIndex.tsv</strong>.</p><p>This repository does not contain the full text of the laws, nor does it currently contain links to the full text. Because the index was created using OCR technology, it may contain uncaptured errors. This preliminary release is subject to additional caveats explained in the Methodology.</p>

High-frequency light attenuation measurements in 35 lakes: companion data from "Coefficients in Taylor’s Law increase with the time scale of water clarity measurements in a global suite of lakes"

Identifying the scaling rules describing ecological patterns across time and space is a central challenge in ecology. Taylor’s Law of fluctuation scaling, which states that the variance of a population is proportional to a positive power of the mean, has been widely observed in population dynamics and characterizes variability in multiple scientific domains. However, it is unclear if this phenomenon accurately describes ecological patterns across many orders of magnitude in time, and therefore links otherwise disparate observations. This dataset uses light attenuation observations from 10,531 days of high-frequency measurements in 35 globally distributed lakes to test this unknown. We focus on water clarity as an integrative ecological characteristic that responds to both biotic and abiotic drivers. We provide documentation that variations in ecological measurements across diverse sites and temporal scales exhibit variance patterns consistent with Taylor’s Law, and that model coefficients increase in a predictable yet non-linear manner with decreasing observation frequency.

Turbidity and calibrated suspended sediment concentration measurements were collected along a shore-normal transect from the channel in West Creek, Rowley, MA extending 24 meters into the marsh interior at Law's Point at the PIE LTER. Data was collected every 15 minutes over two different growing seasons during 2016 and 2017, totaling 9 months.

Convergence and divergence in global data protection law, BIICL

Significant new data protection legislation has recently been adopted in major economies - including China and the United States - filing gaps in their data privacy protections. Other countries, such as Japan, South Korea, and Singapore, have also been renovating existing data protection laws to make them fit for the digital age. These legislative initiatives have many common features. These include common concepts, principles, rights and duties, and common remedies and sanctions.</p> <p>Despite legal concepts and rules may appear similar, however, their implementation is different within different legal and political systems. Beyond differences in legal and policy contexts, new technological and economic pressures are also casting doubt on the resilience of data protection law. These developments have strained the capacities of data protection law&#39;s concepts and rules, which were designed in a different technological era.</p> <p>In seeking to protect the public from the potential harms of automated decision making and artificial intelligence, governments are beginning to look beyond data protection for novel regulatory solutions. In this panel event co-organised by BIICL and King&#39;s College London School of Law speakers discussed convergence and divergence in global data protection law.</p>

Visual complexity of egg patterns predicts egg rejection according to Weber's law

<p>Visual complexity is ubiquitous in nature. Drivers of complexity include selection in coevolutionary arms races between antagonists. However, the causes and consequences of biological complexity and its perception are largely understudied, partly because complexity is difficult to quantify. Here, we address this by studying egg pattern complexity and its perception in hosts (tawny-flanked prinia <em>Prinia subflava</em> ), which visually recognize and reject mimetic eggs of their virulent brood parasite (cuckoo finch <em>Anomalospiza imberbis</em> ). Using field data and an optimization algorithm, we compute a complexity metric which predicts rejection of experimentally placed conspecific eggs in prinia nests. Real cuckoo finch eggs exhibit significantly lower pattern complexity than prinia eggs, suggesting that high complexity benefits hosts because it distinguishes host eggs from parasitic eggs. We show that prinias perceive complexity differences according to Weber's law of proportional processing (i.e. relative, rather than absolute, differences between stimuli are processed in discrimination, such that two eggs with simple patterns are more easily discriminable than two with complex patterns). This may influence coevolutionary trajectories of hosts and parasites. The new methods presented for quantifying complexity and its perception can help us to understand selection pressures driving the evolution of complexity and its consequences for species interactions.</p>
