About the role

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Laboratories and Scientific Services Directorate, located in Washington, D.C. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Responsibilities

  • This position serves as an expert Chemist and direct support to the Senior Science Officer with responsibility for managing the general and specific scientific and technical programs of the Directorate, a comprehensive program for monitoring and improving the quality of scientific and technical activities of the CBP field laboratories, and dealing with other CBP Headquarters offices, field offices, and other federal and international agencies. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10) Major duties of this position include: Serving as an assistant to the Senior Science Officer, participating fully with those individuals in providing direction for nationwide programs involving operations relating to the chemical and physical laboratory analysis of imported merchandise and illicit substances and the administration of technical programs which support the policies of CBP and trade and customs laws. Reviewing, analyzing, and assessing proposed new or updated agency-wide policy to advise senior leadership on potential operational or administrative impact or opportunities and provide recommendations on the implementation of policy. Assisting with planning and development, implementing, maintaining, and monitoring programs, policies and systems designed to provide effective and efficient forensic, scientific, technical and administrative support to field laboratories and CBP operations offices. Providing comprehensive scientific reviews and analysis of programs, policies, and procedures for overall technical uniformity, field technical operability, and the development of scientific and technical decision for tariff classifications. Assisting with oversight of a comprehensive national/field laboratory program for operational administrative areas, quality control and assurance, training and safety.
